Our commitment to the delivery <br />of basic services to the residents of Louisville while maintaining the City's fiscally <br />sound policies have been addressed in this budget. <br />Council Goals <br />The Councils Goals set the basis for the budget direction. These goals have been <br />addressed in the 1996 Budget as follows: <br />a. The total 1996 budget appropriation of $22,200,615 is 1.57% or $353,380 <br />under the 1995 total budget appropriation. The budget process tied <br />expenditures to a growth index to effectively limit the size of city <br />government. <br />b. The Conservation Trust Fund for 1996 has been split into two funds, to <br />specifically identify the funds earmarked for open space. The open space <br />funds are budgeted over the next four years, working toward the goal of <br />acquiring more open space. <br />c. The Parks budget includes moneys for privatization of the maintenance of <br />one additional park, in response to this specific goat. <br />d. The Planning Department contains a specific line funded for design <br />review services, specifically to address the goal to adopt design criteria. <br />e. The Personal Services, including Regular and Temporary salaries include <br />a 3.5% increase, to "continue to invest in the city's work force." <br />f. The mill levy has been reduced to 5.457 for 5.820, to initiate an ongoing <br />goal to "find ways to reduce the property tax mill levy." <br />9• <br />The Water Utility Fund contains funds for early retirement of the 1986 <br />G.O.
