The fees have been adjusted based on a CPI index of 3.5% to reflect cost <br />increases, as defined by the goals. <br />The Parks and Recreation Department has continued the focus on youth <br />and young adult activities, as specified in the goals. <br />The Human Resource - Information Systems contains funding of $55,000 <br />to "continue enhancement and upgrade of city's computer and data <br />systems." Other departments contain funding for upgrades specific to <br />their needs. <br />k. The Police Department has continued the DARE program and LEAF <br />grant, funding a DUI officer to "continue crime, drug and alcohol <br />prevention activities." <br />I. The 88th Street project is budgeted for design in 1996 and construction in <br />1997, "in conjunction with the Boulder Valley School District K-12 <br />campus." <br />m. The Capital Improvement program contains the 1996 completion of the <br />NCWCD pipeline - Segment 3, as defined by the goals. <br />n. The Trail System is budgeted for expansion in 1996 and 1997 for the <br />South Boulder Road underpass and Coal Creek trail as set forth in the <br />goals. <br />o. The Downtown Redevelopment project has been funded in 1996 at <br />$320,000 to "support and enhance downtown improvements - <br />development." <br />p. The Community Park concept has been identified as a reserve item over <br />the next four years, to allow for the planning and funding process. <br />Compliance With Tabor Amendment <br />In November 1992, Colorado voters approved an amendment to the State Constitution <br />providing tax and spending limitations on local govemments. The City of Louisville's <br />1995 Budget reflects compliance with the provisions of the Tabor Amendment. <br />Specifically, in complying with the Tabor Amendment, the City's total annual <br />expenditures for 1996 are limited to total spending in 1995 multiplied by the <br />combination of the local growth rate (3.9 percent) and the rate of inflation in the <br />Denver/Boulder area (4.6 percent). <br />Under the Tabor Amendment, Louisville's total expenditures in 1996 may increase 8.5 <br />
