City Council <br />Meeting Minutes <br />August 2, 2022 <br />Page 4 of 6 <br />REPORT — DISCUSSION/DIRECTION/ACTION — PROPERTY ACQUISITION <br />City Attorney Kelly reported the executive session was for the purpose of discussing <br />real property acquisitions and dispositions and that is what happened. <br />PRESENTATION — BOULDER COUNTY BALLOT MEASURES UNDER <br />CONSIDERATION: WILDFIRE MITIGATION, EMERGENCY RESPONSE, AND <br />TRANSPORTATION <br />Boulder County Commissioner Matt Jones stated the Boulder County Commissioners <br />are currently considering going to the November ballot with two new issues covering a <br />proposed sales taxes for wildfire mitigation and one for emergency response. The <br />Board is also considering asking voters to extend the existing countywide transportation <br />sales tax. <br />He reviewed the three possible ballot measures: <br />• Wildfire Mitigation ballot measure: a proposal to establish a 0.1 % countywide <br />sales and use tax for the purpose of funding countywide wildfire mitigation efforts <br />to proactively address the increasing risk of climate -driven wildfires in two <br />programmatic areas. <br />• Emergency response ballot measure: a proposal to establish a 0.1 %, declining <br />to 0.05% after five years, countywide sales and use tax for the purpose of <br />funding emergency response, including: facility, equipment, capital, and <br />operational costs of search and rescue organizations. These are specifically to <br />help the more rural fire districts and rescue organizations. <br />• Transportation ballot measure: a proposal to extend the existing 0.1 % <br />countywide transportation sales and use tax for the purpose of continuing to fund <br />multimodal transportation needs, including safety improvements to roads, <br />regional trails and commuter bikeways, transit, regional corridors, and community <br />mobility programs. <br />Commissioner Jones noted the County Commissioners will be voting on these items on <br />Thursday. He stated all these have a safety component to help respond to <br />emergencies. <br />Kathleen Brakke, Boulder County Transportation, presented an overview of the <br />proposed extension of the transportation tax. She noted the funds from this tax are used <br />for all transportation needs including paving shoulders, safety improvements, <br />underpasses, and more. The current tax has been in place for almost 20 years and it is <br />set to expire in mid 2024 unless extended by voters. These funds are also frequently <br />used as matching funds to leverage grant funding. <br />
