<br />8/4/81 <br /> <br />Page -3- <br /> <br />caving in of its shaft collapsing along <br />with a reduced water yield. His mother <br />is handi.capped and requires live-in help. <br />Without the water tap it would be impossible <br />to have needed help for her. Mr. Van Ark <br />reported that he called the Building Dept. <br />approximately July 14, 1981 and asked what <br />was entailed in procuring the water tap <br />and was told to come in and pay a $8,200 <br />tap fee, and get the appropriate permits. <br />One of the calls to the building depart- <br />ment described the exact location of the <br />property, ,as well as the route he would <br />have to take to ho_ok__ou the~ 'waterline. to get <br />to the house. The property is approxi- <br />mately 200' west of Continental View <br />Drive - east of 80th Street, on the north <br />side of South Boulder Road. An easement <br />was required 'which involved a survey and <br />considerable costs - approximately $3,670 <br />in addition to the $8,200 tap fee. It <br />was after all this had been done that they <br />were informed the tap was not authorized <br />by council and refund made to them for <br />$8,200. Mr. Van Ark's was requesting <br />approval to have a legal water tap. <br /> <br />Councilman DelPizzo <br /> <br />Felt that in view of the situation and <br />illness of Mr. Van Ark's mother, the tap <br />should be granted. <br /> <br />Stated that he was not in favor of issuing <br />any outside water taps, but because of the <br />predicament we created, it was his opinion <br />there was no choice but to grant the request. <br /> <br />Councilman Cummings <br /> <br />Councilman Fauson <br /> <br />Concurred with Councilman Cummings about the <br />predicament created; however wanted to go <br />on record as stating that the city should <br />not be setting a precedence by issuing this <br />outside water tap, and let it be known that <br />no other taps will be issued in that area. <br /> <br />Councilman Meier <br /> <br />Stated there were several reasons why he <br />didn't want outside water taps issued in <br />the area. In the past when something in <br />thia area was in the planning stages, several <br />of the residents from over the hill accused <br />us of trying to annex their property and <br />council had to take the verbal abuse from <br />them. <br />
