<br />COUNCIL REMARKS <br />Councilman Meier <br /> <br />NOEL HOBBS - WATER CONSULTANT <br /> <br />APPROVAL <br /> <br />1/6/81 <br /> <br />Page - 5 - <br /> <br />Inquired if the toal amount of funding <br />was included in the application. <br />Administrator Wurl replied that it was, <br />it may behalf from the State and the <br />remaining half from FHA. <br />Councilman Meier then asked which of <br />the three items would be priority if <br />all the funding was not available, <br />and shouldn't this be stated in the <br />application. <br />Administrator Wurl advised (1) the improve- <br />ments to our existing reservior (2) Har- <br />per Lake east of 80th (3) the gravel pit. <br />However, it was Mr. Wurl's opinion that <br />at this point there was no need to set <br />a priority as our application was one <br />of a few that is far enough along with <br />projects to apply. The funding would <br />be a loan for approximately 40 years <br />@ 5% interest. <br /> <br />Explained that the Water Conservation <br />Board will initially review our appli- <br />cation and then conrrnit funds for a <br />feasibility study then funds for con- <br />struction. In comparison with the Coal <br />Creek project, this is being done on land <br />that the City already owns. Discussion <br />was held as to how many acre feet Harper <br />Lake would acconrrnodate when the project <br />is complete - 665 acre feet. <br />Administrator Wurl advised a grant would <br />be given the City for the feasibility <br />study, and 1982 would possibly be the <br />year the City would have to start re- <br />paying the loan money on the project. <br />Noel Hobbs stressed the importance of <br />our agreement with the FRICO people <br />allowing the City to use Marshall Lake <br />for storage. <br /> <br />Councilman Meier moved that the applica- <br />tion for State Water Project be approved <br />and instructed the City Administrator to <br />file the application with the Colorado <br />Conservation Board.
