<br />POLICE COMPLAINT <br />CONTINUED <br /> <br />CITY ADMINISTRATOR REPORT <br /> <br />SBlFH BOULDER ROAD UPDATE <br /> <br />BATCH PLANT ON BUILDING SITE <br /> <br />Minutes - page 7 <br />September 2, 1980 <br /> <br />Administrator to get the matter re- <br />solved, if it is not the matter will <br />then be presented to Council for <br />discussion and action. <br /> <br />Mr. Ray stated that they would submit <br />a formal complaint. <br /> <br />Mr. Wurl reported that the City Engineer <br />has completed his review of traffic, <br />and he has indicated the crossing at <br />Main and So. Boulder Rd. meets the <br />requirements for a traffic signal. <br />Because of the problems associated <br />with the railroad, he is recommending <br />that whatever signalization the City <br />does, it take place at Centennial and <br />South Boulder Rd.. Mr. Wurl stated <br />that if Council would approve, there <br />is some additional work that could be <br />completed before final action is taken, <br />which would be an actual location analy- <br />sis and a more accurate estimate of the <br />cost. <br />Councilman Meier moved that the City <br />staff continue with the study, and get <br />it finalized as to the location and the <br />financing of the light. Seconded by <br />Councilman Domenico. <br /> <br />Councilman Carnival asked how the light <br />could be moved from one intersection <br />to another that does not warrant it. <br /> <br />Engineer Blanchard reviewed the study <br />and explained how the light could be <br />placed elsewhere. <br /> <br />After discussion Council voted 6 - 0 <br />to carry the motion. <br /> <br />Mr. Wurl stated that there have been <br />some concrete companies coming in to <br />see if it would be possible to get <br />a temporary concrete plant on the site <br />of the mall construction. <br />Staff noted that the plants are not <br />allowed in that zoning. <br /> <br />Mr. Wurl asked Council's feelings on <br />developing a special use permit for <br />these types of matters. <br />After discussion, Council requested that <br />staff review the options, including a <br />temporary permit and submit the <br />
