Superior's is not restricted but they have to <br />collect it prior to refunding it. <br />Councilmember Brown asked if Louisville bonds against sales and use tax revenue. <br />Financial Director Watson responded that the City has bonded against sales and use <br />tax revenues in the past. <br />Resources and Services <br />Acting City Manager Davis spoke about some of the resources available to residents, to <br />help navigate rebates, tools, and financing, including: Marshall Fire Recovery <br />Navigators, Recovery Center, Disaster Resilience Rebuilding Program, Boulder County <br />Wildfire Fund, and Energy Efficiency Programs. Rebuilding Better Workshops. <br />Chris LaMay, Colorado Department of Local Affairs (DOLA), presented information on <br />State programs including: a $15M Disaster Resiliency Rebuilding Program (grants and <br />loans to property owners) and $20M Sustainable Rebuilding Electrification Program <br />($10K grants to homeowners rebuilding). There is also additional monies to provide <br />grants and loans. <br />Sustainable Rebuilding Electrification Program funds are in addition to any Xcel rebates <br />being offered. Residents will be able to use the Boulder County Navigator System to get <br />more information and apply for the grants and loans. He added that the DOLA website <br />has Frequently Asked Questions page regarding these programs, but the website also <br />has the ability for residents to ask questions. <br />Manager LaMay clarified that the grant program is intended to fill the insurance gap <br />after all other forms of funding. He acknowledged that there are a lot of numbers that <br />aren't final as the SBA loan amounts change, and that will impact the grant amounts. <br />The information currently makes it hard to tell residents what amount they qualify for. <br />Councilmember Most asked how resident's eligibility will be determined. Manager <br />LaMay stated it will be based on verification of gross income. The Boulder County <br />Navigators will help residents determine which programs residents qualify for. <br />Mayor Pro Tern Maloney asked if HUD income levels will be used in calculating <br />eligibility. Manager LaMay responded that data specific to Boulder County median <br />household income will be used. He also clarified that the loan program is not tied to <br />income. If there is a demonstrated gap that insurance and other resources don't cover <br />residents will be eligible for the loan program. <br />Councilmember Dickinson expressed frustration that the order of operations seem <br />burdensome to fire victims, they need to know what they qualify for before designing the <br />home to rebuild, but they can't know what they qualify for until they have the design. <br />
