City Council <br />Meeting Minutes <br />July 19, 2022 <br />Page 6 of 9 <br />Councilmember Leh asked when the program will be available. Manager LaMay stated <br />the Resource Navigators and application process should be available in August and <br />funding approved in late September / early October. He added that if property owners <br />elect to opt -out of the 2021 building code standards, they would not qualify for the <br />Sustainable Rebuilding Electrification Program. <br />Anniversary Plans <br />Cultural Services Director Sharon Nemechek presented information about a possible <br />one-year observance of the fire. Staff feel any observance should be community driven <br />and in conjunction with Superior, Boulder County, and community groups. <br />Public Comments <br />Larry Donner, Louisville, asked Council to help lower the hurdles he faces in rebuilding <br />and reduce the fees and taxes. <br />Heather Szucs, Louisville, asked Council to reduce the fees and taxes to help decrease <br />the amount of money that will be required from her before assistance is available. <br />Tawyna Somauroo, Louisville, asked Council to take action on the use tax to bring the <br />middle income residents back to the city. She stated that if the middle income residents <br />are forced to leave because they can't afford to rebuild the city will be losing a diverse <br />group of residents which will be replaced by wealthy residents that can afford to build. <br />Kate McCoy Cummings, Louisville, appealed to Council to be inclusive and diverse <br />when thinking of the residents that lost homes. She asked that the use taxes and permit <br />fees be paid from the City's reserves. <br />Janine & Paul Fugier, Louisville, stated their unique circumstance of owning in a multi- <br />family building and dealing with their HOA board and property management company <br />puts them at a disadvantage. Since they aren't individual property owners they are not <br />able to take advantage of all the programs available. <br />Katie Burns, Louisville, shared her experience being underinsured and taking money <br />out of her retirement to rebuild. She asked Council to refund her building permit fee. <br />David House, Louisville, asked Council to rebate the use tax and building permit fees <br />and that funding money not needed to pay FEMA for the debris removal program be <br />used to help fire victims. <br />Cindy White, Louisville, asked Council to address the permit fees and use tax as the <br />cost of rebuilding is significant. <br />
