Open Space Advisory Board <br />Minutes <br />October 12, 2022 <br />Page 6 of 8 <br />The board looked at the 2020 & 2021 Parcel requests in the packet and discussed their <br />relative merits. They also looked at the OSAB target acquisition parcel map, to provide <br />reference numbers. <br />The board identified four possible properties to propose, but was unsure how to rank <br />their priorities. Board members should consider these properties and they can be <br />ranked at the next meeting: <br />1) The board would like to keep the N 1, N2, and N3 properties on the request, but <br />maybe put it as a trail connection (using easements) as well. The board felt that it is <br />a really great property, if it could ever be purchased contiguously. <br />2) David and Charles also suggested the Paradise Lane properties north of Redtail <br />Ridge, in case the developer decides to sell. These are adjacent to County land and <br />might be a good place for a north/south trail towards the Highway 36 Bikeway. The <br />board also thought about including A and A2, land currently part of Redtail Ridge <br />proposals. <br />3) David suggested D1 and D4, along the Coal Creek Trail near Mayhoffer, as these <br />are always high priority on the board's target acquisition list. <br />4) MM is not as exciting for recreational purposes, but it is a buffer and a valuable <br />agricultural property that might be useful for a County partnership, given the County's <br />expertise with managing agricultural land. <br />The board identified three possible trail proposals. Since the 104t" Street Trail is <br />currently being built, the board opted to drop it from the list. Board members should <br />consider these suggestions so they can be ranked at the next meeting: <br />1) The connection west from the Overlook Underpass. The board saw this as a very <br />high priority that should not be changed significantly from the previous year's <br />proposal. <br />2) A trail that runs south from the Coal Creek Trail, crosses Dillon, past Monarch, and <br />connects to the Highway 36 Bikeway towards the south of the proposed Redtail <br />Ridge property. <br />3) A conservation easement that will allow the Coal Creek Trail to follow the creek <br />through the NN properties. <br />10. Discussion Item: Categorization and Planning for Dirt Trails. Presented by Charles <br />Danforth, OSAB Member and David Blankinship, OSAB Chair <br />Charles wanted feedback from the board about a process for formalizing social trails, <br />and whether they should be addressed in a single process or on a case -by -case basis. <br />Adam said that he talked to Megan Davis, the acting city manager, about formalizing <br />"dirt trails." Her feedback was that before there could be a designation process it should <br />be part of a trails master plan. She said that the city of Boulder went through a similar <br />process. She also liked the idea of tackling social trail formalization as one -offs, but had <br />some hesitancy about making maintenance commitments without a master plan. <br />David pointed out that the current, 10-year old PROST includes a plan for inventorying <br />and formalizing some social trails. <br />
