W Eityl�fv.Community Development <br />Uille <br />COLORADO • SINCE 1878 <br />DISCUSSION/DIRECTION: <br />2023 HISTORIC PRESERVATION COMMISSION WORK PLAN <br />BACKGROUND <br />At the December 2022 hearing, HPC discussed a list of projects and a format to consider for the 2023 <br />Work Plan. The packet for the December hearing is available online here and the minutes are available <br />in the January staff packet. There is also a video of the discussion online here, starting at 28:45. Last <br />year's Work Plan can be found in the December packet for reference, as well. <br />This memo includes information to help commissioners evaluate Work Plan items and corresponds to an <br />evaluation worksheet (attached). <br />PRIORITIZATION & EVALUATION <br />Staff has provided a worksheet (attached) for commissioners to use in evaluating and prioritizing work <br />plan items. Criteria to support the evaluation of items are as follows: <br />• Required: Is this a required part of the program's function? <br />• Urgency: Does this project have an upcoming deadline? <br />• Responsible Party: Who will complete this project? Is there sufficient interest (e.g., 2+ <br />commissioners)? <br />• Mission: Does this project have a strong connection to the role and responsibilities of the HPC? <br />• Prerequisites: What projects need to be completed before this project can be completed? <br />• Dependencies: What projects rely on the completion of this one? <br />• Preservation Master Plan (PMP): Does this project help prepare for a potential 2024 kickoff of <br />the PMP update? <br />ROLES AND RESPONSIBILITIES <br />Statement of Purpose from Resolution 24, Series 2002 Establishing the HPC <br />(a) The protection and preservation of the city's historic and cultural heritage, as embodied in <br />designated historic landmarks and districts, by appropriate regulations; <br />(b) The enhancement of property values, and the stabilization of historic neighborhoods; <br />(c) The increase of economic and financial benefits through the city's attractions to tourists and <br />visitors; and <br />(d) The provision of educational opportunities to increase public appreciation of Louisville's unique <br />heritage. <br />Vision Statement & Goals in Current Preservation Master Plan <br />Vision: The citizens of Louisville retain connections to our past by fostering its stewardship and preserving <br />significant historic places. Preservation will reflect the authenticity of Louisville's small town character, <br />its history, and its sense of place, all of which make our community a desirable place to call home and <br />conduct business. <br />
