Planning Commission <br />Meeting Minutes <br />April 17, 2008 <br />Page 11 of 15 <br />Wood continued by thanking staff, the police department and the residents <br />(stakeholders) that have worked on bringing the draft ordinance before the Planning <br />Commission. By using a power point presentation Wood discussed the following: <br />The draft ordinance has three principal elements: <br />1) Motor vehicle parking limitations; <br />2) Parking of recreational vehicles and trailers; and <br />3) Temporary Uses. <br />The ordinance should address the extent to which private property owners <br />would be able to park and store detached trailers, campers, and boats on <br />private residential lots. <br />The ordinance should address the following criteria: <br />1) Definition as to type of unit being regulated. The type may include all <br />motor vehicles and trailers on private property or just those meeting a <br />certain size criteria. <br />2) Clarification as to the number of vehicles or trailers may be parked or <br />stored. <br />3) Where such eligible vehicles or trailers may be parked or stored. <br />4) Distance between an eligible motor vehicle or trailer to a sidewalk or <br />property line. <br />5) A requirement that such vehicles or trailers be owned by the <br />homeowner or the tenant. <br />Survey of other jurisdictions included the following discussion topics: <br />1) Provides limited ability to park and store recreational units / trailers on <br />private property. <br />2) Level of regulation more restrictive where such units are parked in front <br />setback <br />3) Improved surface required <br />4) Screening required from public <br />Wood continued with a review of the current regulations. <br />LMC Section 8 – Health and Safety <br />LMC Section 10.20 – Vehicle Parking <br />LMC Section 17.20.160 – Parking of “Motor Vehicles” on a private residential <br />lot <br />Wood reviewed the draft ordinance and used pictures of trailers and RV’s that would <br />and/or would not be in compliance with the proposed changes. <br />Wood stated that staff is requesting the Commission’s direction on the following specific <br />sections of the revised ordinance: <br />1) Section 17.20.160 regarding the screening requirement when a motor vehicle is <br />parked in the side-yard of a property adjacent to a street. <br />2) Section 17.20.165 regarding the screening of a recreational vehicle when it is <br />parked in the side-yard of a property adjacent to a street. <br />3) Section 17.20.165 regarding maximum length <br />4) Section 10.20.050 regarding prohibited uses <br />Commission Questions of Staff: <br /> <br />
