Planning Commission <br />Meeting Minutes <br />April 17, 2008 <br />Page 12 of 15 <br />Loo questioned why the owner of the vehicle must reside in the home where it is <br />parked. <br />Members of the Public: <br />Joanne O’Neal, 722 Hawk Circle, Louisville, CO discussed the need for an updated <br />ordinance but is not sure the proposed changes are strong enough. The ordinance <br />needs to address the parking of recreational vehicles (RV) on the street, the length of <br />the RV, and the unsightliness of trailers parked in the front yards. <br />Ian Karpel, 928 Lafarge Ave, Louisville, CO distributed pictures to the Commission. <br />Pritchard moved and Loo seconded a motion to enter the pictures into record. Motion <br />passed by voice vote. <br />Karpel continued with a discussion of the motor home that is parked in the neighbor <br />backyard. He used the pictures to illustrate and explained the motor home is not owned <br />by the person that lives there. The home is a rental and the motor home belongs to the <br />landlord. <br />Carole Hill, 233 Jackson Circle, Louisville, CO discussed the following: 5-day parking <br />limit is too restrictive and any mediation should be done between neighbors and not <br />involve the police department. <br />Charles Hill, 233 Jackson Circle, Louisville, CO stated he bought the home because he <br />could park his recreation vehicles on the lot. He discussed the following: gravel parking <br />surface, the actual need for any of the rules and what he considers to be inconsistency <br />in the presentation and the written documents. <br />Gail Dunning, 745 W. Fir Ct., Louisville, CO stated the proposed ordinance deprives the <br />citizen the use of their private property. She stated the owner occupied does not matter <br />and the recommended dimensions don’t work on most lots, it’s more of a perception. <br />Eva Kosinski, 1301 Jackson Ct., Louisville, CO stated that RV owners are not bad <br />people and the regulations being proposed are not public safety issues which the City <br />should be concerned about. <br />Jim Gambino, 963 Eldorado, Louisville, CO stated the ordinance is overkill. He stated <br />he has several legally registered vehicles on his property and with the proposed new <br />regulations he will not be able to keep them on his lot and parked in and on the <br />driveway. <br />John Adams, 745 W. Fir Ct., Louisville, CO asked for clarification if one trailer with two <br />jet skis would be considered one unit or two. <br />Wood stated they would be considered one unit. <br />Adams stated the five (5) night restriction is too limited. He stated he currently parks his <br />recreational vehicle on his neighbor’s lot so he does not support the owner / occupied <br />requirement. <br />Loo asked why he parked his RV on the neighbor’s property. <br />Adams stated they share the use of the RV but he is the sole owner of the RV. <br /> <br />
