City Council <br />Meeting Minutes <br />October 18, 2022 <br />Page 4 of 6 <br />Mayor Stolzmann asked if the budget reflects additional benefits for part-time <br />employees. City Manager Durbin stated that program has not been finalized so if there <br />is an impact to the budget it will require a budget amendment. <br />Mayor Pro Tem Maloney noted the golf course is able to fund its own renewal and <br />replacement this year which is a good change. <br />Members agreed to cancel the special meeting scheduled for October 25 budget <br />discussions. <br />Mayor Stolzmann closed the public hearing. <br />EXECUTIVE SESSION <br />REAL PROPERTY ACQUISITIONS AND DISPOSITIONS (Home Rule Charter <br />Section 5-2(c) and C.R.S. 24-6-402(4)(a)) <br />Mayor Stolzmann introduced the item <br />City Attorney Kelly noted the items to be discussed and the authority under which the <br />Council can go into executive session. <br />City Clerk Muth read Section 2.90.050 of the Louisville Municipal Code, which outlines <br />the topics permitted for discussion in an executive session. <br />City Attorney Kelly stated the authority for the executive session is provided in the <br />Home Rule Charter in Section 5-2(c) which authorizes an executive session for the <br />purpose of discussing real property acquisitions and dispositions, but only as to <br />appraisals and other estimates of value and strategy. An executive session for these <br />purposes is also authorized by the Open Meetings Law, Section 24-6-402(4)(a) of the <br />Colorado Revised Statutes. The request involves discussion of a request for the City to <br />accept ownership and maintenance of certain outlots within a subdivision. <br />MOTION: Mayor Stolzmann moved to go into executive session for the purpose of <br />discussing real property acquisitions and dispositions, and that the executive session <br />also include City Manager Jeff Durbin; Deputy City Manager Megan Davis; Parks, <br />Recreation and Open Space Director Adam Blackmore; Planning and Building Safety <br />Director Rob Zuccaro; and City Attorney Kathleen Kelly. Seconded by Mayor Pro Tem <br />Maloney. <br />Vote: Motion carried by unanimous roll call vote. <br />Council adjourned to executive session at 6:50 pm. The Council meeting reconvened at <br />7:09 pm. <br />
