City Council <br />Meeting Minutes <br />October 18, 2022 <br />Page 5 of 6 <br />REPORT — DISCUSSION/DIRECTION/ACTION — PROPERTY <br />ACQUISITION/DISPOSITION <br />City Attorney Kelly stated that during the executive session the Council did discuss <br />property acquisition and dispositions. <br />Based on the executive session, Mayor Stolzmann gave direction to the City Manager <br />to determine a process for when outlots are offered as donations. She also asked the <br />City Manager to draft a letter to the HOA stating City is not interested in the outlets they <br />have offered. <br />CITY ATTORNEY'S REPORT <br />None. <br />COUNCIL COMMENTS, COMMITTEE REPORTS, AND IDENTIFICATION OF <br />FUTURE AGENDA ITEMS <br />Mayor Stolzmann stated she attended the Colorado Municipal League (CML) policy <br />committee meeting and was successful in getting insurance review on the CML policy <br />list for consideration as a permanent item. <br />Councilmember Dickinson asked council to add a future agenda item for consideration <br />of a moratorium on allowing future gas stations for at least a year. <br />Mayor Pro Tem Maloney stated he was concerned about work load and he asked what <br />could be removed from the work load to make room for this. <br />Clerk Muth stated that she had been delivered an initiative petition to start the process <br />on a special election to ask voters on if the City should ban new gas stations. <br />Councilmember Dickinson stated his intent was not to circumvent the initiative process <br />but rather to make sure no new applications for gas stations were submitted while this <br />process plays out. <br />MOTION: Councilmember Dickinson made a motion to add a temporary moratorium on <br />gas stations as a future agenda item; seconded by Mayor Stolzmann. <br />Vote: Motion passed by vote of 5 — 2 with Mayor Pro Tem Maloney and Councilmember <br />Leh voting no. <br />Members agreed to schedule this item for consideration on November 1. <br />Councilmember Leh stated that he would like a future presentation on the abatement <br />process for burned homes. <br />
