Planning Commission <br />Meeting Minutes <br />November 10, 2022 <br />Page 9 of 13 <br />Zuccaro says we do not have net zero requirements for commercial. <br />Applicant Presentation: <br />Melissa Sherburne, 262 Belford St, Frisco, CO 80443, Markel Homes <br />Sherburne begins her presentation by introducing the Markel Homes team as <br />well as gives a background on Markel Homes. She gives an overview of what <br />communities Markel serves in the Boulder County area. <br />Sam Coutts, Ripley Design <br />Coutts shows in an aerial image where this proposal is located and reviews the <br />GDP Amendment's previous plan versus the current proposal. The previous site <br />plan and current proposal have 38 dwelling units and 40,000+ sq ft of <br />commercial. She shows farmhouse architecture as well as modern architecture <br />for the duplexes, triplexes, and 4-plexes. <br />As mentioned in staff's presentation, he explains the building height for Building <br />3, 13, 14, and 17. Each of these buildings will be 40' from the proposed average <br />grade. A neighboring, existing building has a height of 37' 11 '/4" and this <br />proposed building would be at 36' 6", having an 89' 0" distance between the two. <br />He ends his presentation discussing city policy. The following items are in <br />relation to the comprehensive plan's urban pattern: <br />• Streets / Parcels <br />o Smaller blocks and parcels, alley loaded properties, and multi- <br />purpose development as envisioned by the urban pattern area of <br />the comprehensive plan. <br />Building Design and Orientation <br />o Sidewalks and plazas to enhance pedestrian experience. <br />Civic & Public Infrastructure <br />o Mix of residential and office/retail to provide services to the <br />community and encourage walkability. <br />For South Boulder Rd's small area plan, this proposal meets its design principles <br />by having places to go and places to stay, it is easy to get to and easy to get <br />around, it is knitting the community together, and it is a development that <br />contributes. <br />Commissioner Questions of Applicant: <br />Moline asks if they can walk him through the landscape maintenance and the <br />responsibility of the development team with maintenance. <br />Coutts says this will be under and maintained by an HOA. <br />Moline asks how the property has currently been managed. <br />Jason Markel, with Markel Homes, says North End is under an HOA. Block 11 <br />will have its own HOA and will be under the guidelines of the master HOA of <br />North End. The sub association will be responsible for maintaining and planting. <br />11 <br />
