Planning Commission <br />Meeting Minutes <br />November 10, 2022 <br />Page 10 of 13 <br />Moline asks who is responsible for maintained on block 11. <br />Markel says we use maintenance companies and we manage it. <br />Brauneis asks if he can speak to the multi -family versus townhomes. <br />Markel says the HOA is the reasoning behind that. Once we wanted to get the <br />detached single family out of that zone, we have an HOA that can be uniform <br />across the block. <br />Brauneis asks what your current understanding of net zero and multi -family. <br />Markel says we do a decent amount of net zero for single family but when you <br />switch to multi -family, it is different because of party walls. Party walls are harder <br />to obtain net zero. <br />Hoefner talks about commercial vacancies. What is your optimism of filling <br />40,000 sq ft of commercial space? <br />Markel says we are planning to adhere to the phasing requirements. He has <br />hope because of the phasing process, they will be able to get those vacancies <br />filled. <br />Howe asks if he can comment on affordable housing and why they are choosing <br />the fee in lieu option. <br />Markel says when we come forward with multi -family, some units are market <br />value and some are affordable. It presents a major challenged to get the building <br />financed. It is better for all the residents to have the entire building affordable. <br />Brauneis asks what the fee in lieu cost would be. <br />Markel says he is not sure and would have to check with staff. It is a square <br />footage calculation. <br />Howe asks if they can comment on the water runoff and where the water <br />retention would be. <br />Markel says they already have the water detention accounted for this block. <br />Brauneis asks if he can speak to the lead buildings that Markel homes has done. <br />Can you tell us the locations of those? <br />Markel says we get Blue, Sage, Silver Creek, North End, all mostly single-family <br />homes. <br />Public Comment. - <br />Mark Cathcart, 1763 Sweet Clover <br />Cathcart does not want this application held up. He has concerns about the <br />traffic. He mentions traffic from Plaza Rd to South Boulder Rd and gives reasons <br />of how traffic could affect the city. He thinks it could be problematic selling those <br />three lots separately. <br />Tim Merkel, 1849 Sweet Clover Ln <br />Merkel says 50% of the North End's master HOA budget goes to landscaping. <br />He passes a document to the commissioners showing what their landscaping <br />standards are and requests that the applicant adopt these standards for the tree <br />lawn. <br />Brian Topping, 1550 White Violet Way <br />12 <br />
