LL Cityof CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM 413 <br />COLORADO • SINCE 1878 <br />SUBJECT: AWARD 2022 CONTRACT FOR WILDFIRE HAZARD AND RISK <br />ASSESSMENT OF LOUISVILLE PUBLIC LANDS TO LYNKER <br />TECHNOLOGIES, LLC <br />DATE: DECEMBER 6, 2022 <br />PRESENTED BY: ADAM BLACKMORE, DIRECTOR OF PARKS, RECREATION & <br />OPEN SPACE <br />EMBER BRIGNULL, OPEN SPACE SUPERINTENDENT <br />BRENDAN CLOSE, SENIOR NATURAL RESOURCE <br />SPECIALIST <br />SUMMARY: <br />On December 30, 2021, the Marshall Fire burned more than 6,000 acres in Boulder <br />County and damaged or destroyed more than 1,000 homes and businesses. The fire <br />severely affected communities in unincorporated Boulder County, Superior, and <br />Louisville. As part of the recovery process, the City would like to examine the risks of <br />wildfire to, and posed by, Louisville's public lands in and around the City as well as <br />identify opportunities for wildfire mitigation in order to be more resilient in future events. <br />The Open Space Division published an Invitation to Bid for the Wildfire Hazard & Risk <br />Assessment of Louisville Public Lands on October 5, 2022. The Scope of Work includes <br />1) identification of wildfire hazards and assessment of risk for Louisville lands and <br />amenities associated with: Open Space, Parks properties, Coal Creek Golf Course, City <br />Services Building, Louisville Police Department, Louisville Recreation & Senior Center, <br />Louisville Wastewater Plant, Louisville's North and South Water Treatment Plants, other <br />public lands, and any regional public lands that could affect wildfire behavior 2) <br />application of appropriate fire behavior modeling, 3) identification of mitigation <br />opportunities, 4) a final written report with maps, tables, land management <br />recommendations, and a list of community resources for impacted homeowners, 5) GIS <br />files formatted for staff use, and 6) meetings for the public, Advisory Boards, City <br />Council, and staff. <br />On October 24, three Bids were received for the project (Figure 1). The three qualified <br />Bids listed below represents firms which attended the mandatory Pre -Submittal Meeting <br />on October 10. <br />During the City's RFP evaluation process, the team determined it would be beneficial for <br />the City and their residents to add value to the project with additional alternatives <br />including: A) development of ESRI StoryMap, an interactive online website that presents <br />project data, maps, results, and recommendations, B) hosting an additional Public Open <br />House earlier in the process to inform stakeholders of the assessment process and <br />solicit feedback, C) identifying applicable grants opportunities and, D) providing <br />CITY COUNCIL COMMUNICATION <br />14 <br />
