City Council <br />Meeting Minutes <br />November 1, 2022 <br />Page 6of8 <br />David Spriggs, associated with the current land use application, stated that changing <br />the rules mid process affects the willingness of the people to do business in Louisville. <br />He stated this feels targeted at one specific application. He understands the need to be <br />a steward of the environment but does not think things should be imposed on others. He <br />asked for the moratorium to not effect current applications. <br />MOTION: Councilmember Fahey proposed approval of the emergency ordinance but <br />striking the word building permit from section 2 to allow the existing application to move <br />forward. Councilmember Dickinson seconded. <br />Mayor Pro Tem Maloney stated he would like to have a longer conversation about this <br />so we can determine the appropriate number of gas stations to have in town. He would <br />like to see more public process and discussion. <br />Councilmember Brown stated we have heard from residents that they don't want more <br />gas stations and he supports this pause to allow more conversation. <br />Mayor Stolzmann stated she supports the motion so the application in process can <br />continue while allowing Council to have a broader conversation. It will need to be added <br />to the 2023 work plan to fit it in with other work. <br />Councilmember Leh he is concerned about process and that climate action could be <br />used as a reason for an emergency ordinance on any topic. He is concerned this <br />process could become the rule rather than the exception in our governing. <br />Mayor Stolzmann stated she does not feel emergency ordinances will become the <br />norm. Rather, moratoria are often done by emergency ordinance as a way to allow for a <br />pause to have further discussion. <br />Mayor Stolzmann closed the public hearing. <br />VOTE: Motion passed to approve the ordinance as amended by a 5-2 vote with Mayor <br />Pro Tem Maloney and Councilmember Leh voting no. <br />DISCUSSION/DIRECTION — PROPOSED 2023 CITY OF LOUISVILLE LEGISLATIVE <br />AGENDA <br />Deputy City Manager Davis stated the legislative agenda serves as a guiding document <br />for the City's engagement in legislative affairs prior to and during the legislative session. <br />It is used to inform state legislators of our policy priorities and serves as a roadmap for <br />engagement in legislative activities and a guide to engagement with state associations, <br />regional groups, and other partners. <br />Staff uses the prior year's legislative agenda as a starting point and then identifies <br />relevant issues from the community, City Council, and City departments.
