City Council <br />Meeting Minutes <br />November 1, 2022 <br />Page 7 of 8 <br />emerging legislative issues at the state and federal level as well as legislative actions <br />necessary based on elections/ballot issues. <br />For the 2023 Legislative agenda, staff has added a section on disaster recovery and <br />resiliency focused on issues identified in the Marshall Fire recovery and we have <br />removed positions addressed during the previous legislative session. Key issues for <br />2023 include: insurance reform to address insurability and future disasters; wildfire <br />mitigation resources; State action on gun safety; reinstatement/restoration of RTD <br />transit services; and State investments to assist with municipal administrative issues. <br />Staff is asking for Council feedback on the proposed changes to the policy areas or <br />positions and if there are additional issues that City Council would like to incorporate <br />into the 2023 legislative agenda. Staff will incorporate any changes from this evening <br />and bring the final agenda back for approval at a later meeting. <br />Public Comments — None. <br />Mayor Maloney asked if the State does make changes to gun ordinances would that <br />replace what we adopted last year. Deputy City Manager Davis stated we don't know if <br />the State will address this and it would depend on what they pass to know if it would <br />replace what we have. <br />Councilmember Brown stated he supports this as written. <br />Councilmember Most would like to remove the discussion of the train option as it is <br />unlikely to ever happen. Mayor Stolzmann stated having the position in there will help <br />the City have a place at the table to advocate for transportation dollars and keep us <br />relevant in the conversation. <br />Staff will make minor changes and this will come back for approval at a later date. <br />DISCUSSION/DIRECTION/ACTION — BOARD AND COMMISSION APPLICATION <br />REVIEW <br />Clerk Muth stated the annual recruitment period for board and commission applicants <br />ends November 10 and Council will make the 2023 appointments at the December 20 <br />City Council meeting. The Council should to decide if it prefers appointing a two -person <br />committee to review the applications and make a recommendation to the full City <br />Council regarding who to appoint and/or who to interview; or, Council can set a special <br />meeting so all members of the Council can participate in the application review process. <br />The consensus was to have a subcommittee review the applications and bring a <br />recommendation to the full Council. <br />
