(Professional Experience, continued) <br />TOWN OF EAGLE, COMMUNITY DEVELOPMENT DEPARTMENT, EAGLE, CO (2020 Pop = 7,500) <br />Director - Town Planner, July 2019 - February 2020 <br />Planned, directed, managed, and supervised the activities and operations of the Community Development <br />Department. Major areas of responsibility included current and long-range planning, zoning, building services, code <br />enforcement, policy analysis and emerging economic development initiatives. In addition, provided highly responsible <br />and complex administrative support to the Town Manager. <br />• Managed staff of 5 FTE and multiple consultant contracts. <br />• Continually worked towards promoting the improvement of processes in the town, and adherence to town codes <br />to result in consistent application of codes and to offer clear expectations to applicants/developers. <br />• Administered current policies and recommended improvements based on best practices and sound reasoning. <br />• Worked to establish appropriate staffing levels through assessing workload and needs of the department; <br />identified and recommended opportunities for improvement and implemented changes. <br />• Managed building permit processing, inspection activities and provided support to the Building Inspector. <br />• Responded to and resolved difficult and sensitive citizen inquiries and complaints. <br />CITY OF MANITOWOC, COMMUNITY DEVELOPMENT DEPARTMENT, MANITOWOC, WI (2020 Pop = 35,000) <br />Director, October 2018 - July 2019 <br />Administered and directed all community development programs and personnel (6 FTE) including economic <br />development, land use planning, zoning and related ordinances, sustainability initiatives, brownfield redevelopment <br />and associated grants, housing/neighborhood rehabilitation, GIS, code enforcement, historic preservation and special <br />district planning projects including waterfront, downtown and industrial parks. Served as one of the City's lead staff <br />responsible for making recommendations to the Mayor, City Council, and other commissions and/or agencies. <br />• Guided developers through project review processes, and coordinated activities between departments and other <br />entities relating to community development issues and projects. <br />• Supervised administration of all community and business development loan and incentive programs, brownfields, <br />and housing assistance programs. <br />• Managed TIF Districts including new creation and plan amendments, and negotiating development agreements, <br />working closely with the City's Finance Department and financial consultants. <br />• Supervised and implemented policies regarding the City's industrial parks, including the coordination of all land <br />sales, options/rights of first refusal, protective covenants, and development activities within the parks. <br />• Prepared and administered annual operating and capital budgets. <br />• Managed consultant selection, contracts, and performance for Community Development related services. <br />• Coached, evaluated and supervised staff. <br />CITY OF ASHLAND, PLANNING & DEVELOPMENT DEPARTMENT, ASHLAND, WI (2020 Pop = 7,900) <br />Director, 2014 — October 2018 <br />Administered and directed all community development programs and personnel including economic development, <br />land use planning, zoning, sustainability initiatives, housing/neighborhood rehabilitation, building inspection, code <br />enforcement, historic preservation and special district planning/projects including waterfront and downtown. Served <br />as one of the city's lead staff responsible for making recommendations to the Mayor, City Council, and other <br />commissions and/or agencies. <br />• Led efforts to work with regulatory agencies/programs to assess and remediate multiple brownfields within the <br />city; managed completion of Phase I & II ESAs and site investigations.
