City Council Meeting Minutes December 20, 2022 Page 3of11 RESOLUTION NO. 51, SERIES 2022 — A RESOLUTION APPROVING THE LANDMARK DESIGNATION FOR 612 JEFFERSON AVENUE, THE LECOMTE- HICKS HOUSE RESOLUTION NO. 52, SERIES 2022 — A RESOLUTION APPROVING A PRESERVATION AND RESTORATION GRANT FOR THE LECOMTE-HICKS HOUSE AT 612 JEFFERSON AVENUE Mayor Stolzmann introduced the item and asked for disclosures. Seeing none, she opened the public hearing. Planner Brackett Hogstad reviewed the requests for a landmark and for a preservation and restoration grant for 612 Jefferson Avenue. She review the site and history of the property. She noted it meets the landmarking criteria for age, social significance, and physical integrity. The house is associated with the Lecomte and Hicks families. The grant request totals $100,875. She noted the applicant is asking for funding above the $40,000 cap based on extraordinary circumstances and also that the applicant will match all grant funds. She noted the application meets the extraordinary circumstances criteria for "building size, condition, architectural details, or other unique conditions compared to similar Louisville properties" as all of them items for which they are asking for funding are for preservation and restoration work. The Historic Preservation Commission recommends approval of both the landmarking and the grant request. Staff also recommends approval. Josh Johnston, DAJ Design, Applicant Presentation, stated they are retaining all of the footprint and massing of this house for this project. He reviewed the history of the property and showed renderings of the proposed work. Public Comments — None. Councilmember Brown stated he appreciated the applicant's commitment to keeping with the same size and massing and preserving the home. Councilmembers agreed. MOTION: Councilmember Brown moved to approve Resolution No. 51, Series 2022; seconded by Councilmember Leh. Mayor Maloney asked how much is left in the Historic Preservation at this time. Brackett Hogstad stated there is approximately $2M in the fund. Mayor Pro Tem Maloney stated he would be interested in looking at changing the program to offer more incentives for this type of project.
