City Council <br />Meeting Minutes <br />December 20, 2022 <br />Page 5 of 11 <br />MOTION: Councilmember Dickinson moved to approve Resolution No. 54, Series 2022; <br />seconded by Councilmember Most. <br />VOTE: Motion passed by unanimous roll call vote. <br />ORDINANCE NO. 1845, SERIES 2022 — AN ORDINANCE AMENDING CHAPTER <br />15.18.030 OF THE LOUISVILLE MUNICIPAL CODE CONCERNING AMENDMENTS <br />AND DELETIONS TO THE 2021 INTERNATIONAL ENERGY CONSERVATION <br />CODE TO INCLUDE REQUIREMENTS FOR COMMERCIAL ENERGY USE <br />INTENSITY PERFORMANCE TARGETS AND RESTRICTIONS OF FOSSIL FUEL <br />SPACE AND WATER HEATING EQUIPMENT — 2"d READING, PUBLIC HEARING <br />(advertised Daily Camera 12/2/22) continued from 1216122 <br />Mayor Stolzmann introduced the item and opened the public hearing. <br />Community Development Director Zuccaro stated this ordinance would amend chapter <br />15.18.030 of the Louisville Municipal Code concerning amendments and deletions to <br />the 2021 International Energy Conservation Code. It includes requirements for <br />commercial energy use intensity (EUI) performance targets for specific building types; <br />restricts fossil fuel space and water heating equipment; and applies only to new <br />commercial construction. <br />This item is a part of the City's Sustainability Action Plan and the City Council's 2023 <br />work plan. He reviewed the work done on energy modeling, policy research, and <br />reviewed the public engagement process. <br />Director Zuccaro reviewed the proposed ordinance noting it includes energy use <br />intensity (EUI) performance based targets for seven building types; other building types <br />would be required to meet a prescriptive commercial base energy code (IECC 2021 + <br />strengthening amendments); and all building types must meet space and water heating <br />equipment requirements (all -electric). He reviewed the energy use performance targets <br />and the space and water heating exemptions. He reviewed cost comparisons for electric <br />versus mixed fuel uses. <br />Sustainability Coordinator Kayla Betzold reported on the regional building code cohort <br />(which includes municipalities from across the region) which has completed its phase 2 <br />planning meetings to develop the net zero new construction roadmap. A draft roadmap <br />is currently under review with a final roadmap to be published in early 2023. Plans <br />include stricter EUI targets and demand response capability by 2027 as well as stricter <br />EUI targets and energy storage required by 2030. <br />Councilmember Dickinson asked if upgrades would be required for remodels. Chad <br />Root, Chief Building Official, stated if the existing systems can meet the needs of the <br />remodel they can be maintained. If they can't meet those needs, new equipment that <br />meets the current code would be required. <br />
