1. Restoration of the siding. <br />2. Restoration of window size and design on south (front) and east (side) elevations. <br />3. Restoration of the art deco front porch. <br />4. Alterations to the windows and siding on the rear (north) of the house. <br />5. Alterations to the siding and windows on the 1970s/1980s carport addition on the west <br />(side) of the house. <br />ALTERATION CERTIFICATE CRITERIA AND STANDARDS ANALYSIS: <br />Sec. 15.36.120. - Criteria to review an Alteration Certificate. <br />A. The commission shall issue an Alteration Certificate for any proposed work on a <br />designated historical site or district only if the proposed work would not detrimentally alter, <br />destroy or adversely affect any architectural or landscape feature which contributes to its <br />original historical designation. <br />B. The commission must find the proposed alteration to be visually compatible with <br />designated historic structures located on the property in terms of design, finish, material, scale, <br />mass and height. When the subject site is in an historic district, the commission must also find <br />that the proposed alteration is visually compatible with characteristics that define the district. For <br />the purposes of this chapter, the term "compatible" shall mean consistent with, harmonious with, <br />or enhancing to the mixture of complementary architectural styles, either of the architecture of <br />an individual structure or the character of the surrounding structures. <br />C. The commission will use the following criteria to determine compatibility: <br />Criteria and Standards <br />Meets I Evaluation <br />Criteria? <br />For the purposes of reviewing separately the five aspects of the Alteration Certificate request <br />enumerated above, this table will refer to them as follows: <br />Requests 1, 2, & 3 <br />Pertaining to the restoration of the existing historic structure based on historic <br />documentation and the Historic Structure Assessment. <br />Request 4 <br />Pertaining to the proposed changes to the rear (north) elevation. <br />Requests 5 & 6 <br />Pertaining to the proposed changes to the carport (west, side) addition. <br />1. The effect upon the general historical <br />and architectural character of the <br />structure and property. <br />Yes Requests 1, 2, & 3 <br />Based on available evidence from <br />historic photographs and the <br />recommendations of the HSA, the <br />restoration of the siding, window <br />size and design, and front porch <br />support the architectural integrity of <br />the house by returning key elements <br />to their state in 1952. <br />11 <br />
