<br />February 15, 1977 <br />Minutes - page 9 <br /> <br />SCHOOL ANNEXATION <br />CONTINUED <br /> <br />Mr. Wurl stated that the school district re- <br />quested an updated letter requesting the annex- <br />ation of the proerpty from the City as they <br />are now considereing it. <br /> <br />Councilman Domenico moved that the City Ad~ <br />ministrator be authorized to send a letter <br />to the school district requesting the annex- <br />ation of the strip of land near the elementary <br />school. Seconded by Councilman McDonald. <br />Motion carried. <br /> <br />ANNEXATION FEES <br /> <br />Mr. Wurl stated that a question was brought <br />up at the recent annexation considerations <br />about the annexation fees. He stated that <br />there was a provision in the annexation re- <br />gulations which deferred the fees until de- <br />velopment was proposed. Mr. Wurl stated the <br />reasons concerning the deferred payment and <br />suggested that Council consider leaving the <br />policy as is, or leave the policy as is, <br />but also charge a lump sum to cover the costs <br />of City review of annexation proposals. <br /> <br />After consideration, Councilman Caranci moved <br />that a resolution be drafted leaving the pre- <br />sent policy as is but also charge a lump <br />sum to cover the costs of City review of <br />annexation proposals. <br />Seconded by Councilman DiCarlo. Motion carried. <br /> <br />PUBLIC SERVICE <br />FRANCHISE <br /> <br />Mr. Wurl stated that he met with Public Service <br />and was able to resolve almost all of the <br />differences under the franchise proposal. <br />Public Service sent a letter of agreement <br />which covers much of councils concerns. <br />The representative did present to the City <br />a copy of the letter stating that Public Service <br />will insure the Mayor and Council that they <br />intend to pay the 2% gross receipts for gas <br />and electric services called for in the pre- <br />vious franchise and on formal acceptance by <br />both parties of the new franchise, the com- <br />pany will pay to the City any difference be- <br />tween what is agreed upon in the new franchise <br />as compared to the old one, retroactively until <br />the old franchise expires and the new one <br />takes place. There were no comments. <br /> <br />Councilman DiCarlo moved that the City Admin- <br />istrators report be accepted and placed on <br />file. Seconded by Councilman McDonald. <br />Motion carried. <br />
