<br />February 15, 1977 <br />Minutes - page 8 <br /> <br />HUD MEETING <br />CONTINUED <br /> <br />City Attorney Joss stated that there were <br />not any regulations about advertising; how- <br />ever, the HUD attorney stated that she would <br />recommend advertising with City Attorney Joss <br />concurring. <br /> <br />Councilman McDonald asked if for some reason, <br />the City designated 80%, and the HUD audit <br />showed only 60% work complete, would the <br />City have to reimburse the CD funds. <br /> <br />Attorney Joss stated that M_r. Metzler stated <br />that at this time the policy reads that the <br />City would have to reimburse the CD funds. <br />There were no other comments on the matter. <br /> <br />Councilman McDonald moved that the City <br />Attorney's report be accepted and placed on <br />file. Seconded by Councilman DiCarlo. <br />All in favor. Motion carried. <br /> <br />CITY ADMINISTRATOR <br />REPORT <br />HOWARD DITCH <br /> <br />Mr. Wurl reported that Engineer White was <br />elected President of the Howard Ditch Company. <br /> <br />TREES <br /> <br />Mr. Wurl stated that there has been a long <br />standing dispute with First Federal Savings <br />as relates to tree installation in the re- <br />gulations. <br />The City felt that the development should be <br />required to put in the trees; however, they <br />platted during the time that the subdivision <br />regulations were being adopted. <br />Mr. Wurl stated that he has discussed the <br />matter with the City Attorney and since that <br />discussion Engineer White informed Mr. Wurl <br />that there was a replat that effect 18 of the <br />lots in question. <br />He stated that he would like to further review <br />it with the City Attorney and get back with <br />First Federal. <br /> <br />WATER RESTRICTIONS <br /> <br />Mr. Wurl stated that he has been reviewing <br />the matter and at this time staff felt that <br />the citizens of the community should be asked <br />to curb their water usuage. Later on fliers <br />could be distributed to the homeowners in <br />the City. <br /> <br />SCHOOL ANNEXATION <br /> <br />Mr. Wurl stated that several times in the past, <br />the school district was requested to annex the <br />property at the Elementary School. <br />
