CENTER <br />DESIGNATION OF MATTERS OF <br />STATE INTEREST - PUBLIC <br />HEARING CONTINUATION - <br />CONTINUED <br /> <br />MAYOR WASCHAK <br /> <br />JIM KIRKS PHALEN <br />(VERBATIM TESTIMONY) <br /> <br />Mr. Drumm then briefly summarized what occurred <br />at the May 4, 1976, portion of the public <br />hearing. Staff presented information to <br />Council and the Land Use Commission and other <br />involved state agencies regarding recommen- <br />dations and general conditions applicable to <br />them. <br />There was a correction Mr. Drumm wished noted <br />by Council and the LUC. <br />Two items had been combined into one. <br />Namely - LUC had separated the construction <br />of new water and sewer systems from major <br />extensions. Per LUC guidelines these are <br />two separate items, but HB 1041 considers <br />new constructions and major extensions as <br />one matter or activity of state interest. <br />Consequently the renumbering of the Resol- <br />utions Council has will be considered in that <br />light. <br />One of the concerns of the LUC pertain gen- <br />erally to matters involved in our utility <br />planning - water and sewer utility plans of <br />the City. The other major area was the annex- <br />ation and utility agreement. <br />This has been revised and each councilman had <br />it for review entitled "Louisville Annexation <br />Standards and Procedures." This has been <br />issued to replace Resolution #19, Series 1974, <br />and #2~ Series 1975. <br />Our staff went over this with the LUC staff <br />and believe it is acceptable to them. <br />Amendments have been proposed to the Zoning <br />Ordinance and Subdivision Regulations to <br />meet the recommendation of the LUC staff. <br />Mr. Drumm then asked the LUC to respond to <br />Geologic Hazard in regard to what the staff <br />had to say. <br /> <br />Mayor Waschak asked the LUC to continue with <br />their response and the public hearing. <br /> <br />Assistant Attorney General, Colorado LUC. <br />Mr. Drumm has summarized for you the events <br />that have occured since your last public <br />hearing on the LUC's designation request. <br />We have met several times with him, Leon Wurl <br />and Paul Morris and we find that the pro- <br />posed resolution, changes in your annexation <br />policy and proposed ordinances meet all of <br />our requirements quite well. They have done <br />an excellent job in responding to the points <br />we have made or indicating why they didn't <br />agree with a particular recommendation that <br />we had made, and we have accepted their <br /> <br />-2- <br />
