<br />E. & F. INDUSTRIES <br /> <br />Mayor Waschak opened the discussion at this <br />time. He then reminded those who had attended <br />for the discussion it would be orderely, and <br />asked Mr. Jack Yoblin or his attorney, Mr. <br />Bruce Joss to open the discussion. Bruce Joss <br />opened the discussion on behalf of E. & F. In- <br />dustries - "the points to be taken up is a <br />problem, what can be done about it, what the <br />solutions are - if there are any?" It was his <br />opinion that the City needs to take some af- <br />firmative action. Basically there are two <br />issues causing the most concern with the <br />property owners. Ground vibration, caused <br />by the shock factor of the blasts, and noise <br />factor. Contraversy stems from the fact that <br />this is a two-sided problem. There is some <br />question about the vibrations and noise levels <br />caused by E. & F. Industries. Perhaps the <br />City should look at some of the homes in the <br />area and see if they are up to standard, which <br />causes the noise and vibration to be more out- <br />standing. He called Council's attention to a <br />memorandum written to Administrator Wurl from <br />Building Inspector Stephan dated December 9, <br />1975 and he was informed that Council had a <br />copy of this in a previous packet. He wished <br />to go through it and make it a matter of public <br />record. Inspection made December 3, 1975 by <br />Mel Stephan, City Building Inspector. Copy <br />attached. In addition a further report stated <br />the existence of termites is suspected. Exist- <br />ing water heater is vented with a flat pipe. <br />Existing gas line is partially galvanized pipe. <br />The electrical service is deteriorated and in- <br />adequate throughout the entire structure. Ex- <br />isting black chimney is badly deteriorated and <br />unsafe for use. Back porch shows evidence of <br />leaking. The existing fixed window at the back <br />entrance of the structure is loose and permits <br />some rattle under certain circumstances. The <br />apparent cause is normal movement of the un- <br />caulked window and due to moisture. A closet <br />wall at the back entrance is pulled away from <br />the connecting exterior wall and the apparent <br />cause is the stud a the end of the closet wall <br />is not properly secured to the outside inter- <br />secting wall. Then reference was made to the <br />City of Louisville's Housing Code adopted Jan- <br />uary 7, 1971. Review of this Code gives the <br />City the right to inspect any house in the <br />city limits and point out any houses that are <br />not in compliance with the regulations or may- <br />be unsafe.
