<br />E. F. INDUSTRIES CONT'D <br /> <br />Councilman DiLorenzo. <br />Mr. James Motts, Senior Vice President of <br />E. F. Industries, stated that the company <br />could not supply the cassettes because they <br />have been sent in for processing, but the <br />certified information can be supplied for <br />review. <br />Mr. Yoblin stated that the company would <br />make available the equipment leased and <br />the City could have a private firm report <br />on the results of the tests. <br />Mr. Motts stated that there have been many <br />studies made by state and federal agencies <br />to determine the most meaningful criteria <br />for ground vibration created by blasting <br />to correlate it with structural damage and <br />nuisance factors. He also stated that an <br />extensive study made several years back shows <br />that the most meaningful measure of the <br />ground bivrations as produced by blasts was <br />the particle velocity. He stated that the <br />instrumentation that the company uses is <br />supplied by a compnay which is in business <br />of measuring ground vibration, seismic <br />vibrations. It measurers particle velocity <br />and is extremely sensitive. He stated that <br />the study also established a level below <br />which a structure, meeting the uniform <br />building code, would not be damaged. Mr. <br />Motts also stated that all tests made show <br />that the company has been below the number <br />which creates structural damage. Mr. <br />Yoblin stated that the company will be willing <br />to establish two criteria; one of ground <br />bibration by federal standars, the other a <br />decimal reading by City Ordinances and <br />suggest that the City hire the best firm to <br />make the study. If the compnay is found <br />wrong, they will pay the expense, if not <br />it will Mr. Domenico's responsibility to <br />pay for the tests. <br />Mr. Moore stated that his client would <br />consider the request. <br />Roll call was taken on the motion for the <br />hiring of an independent firm to make a <br />study. Domenico yes, DiLorenzo yes, Caranci <br />yes, DiCarlo yes, McDonald no, DelPizzo <br />yes. Motion carried. <br /> <br />MARCH OF DIMES <br />PROCLAMATION <br /> <br />Mayor Waschak read a proclamation proclaim- <br />ing January 27, 1976, for the Mother March <br />on birth defects. The proclamation was <br />presented to Marily Hershey co-chairman <br />of the drive. <br /> <br />-5- <br />
