This is recognized <br />instrumentation, and there are tests on <br />sealed cassettes which can be made avail- <br />able to the City and Mr. Domenico. Mr. <br />Joss stated that the company has spent <br />around $5,000 doint tests and studies <br />with the instruments to try to get the <br />problem resolved. <br />He also stated that there is a log which <br />is kept by the company which is in co- <br />ordination with regulations of federal <br />and state authorities for control of the <br />explosives that they do buy, maintain, <br />and use. The log could also be made <br />available for study to show the size of <br />the blasts and also the type of materials <br />used. <br />Mr. Joss stated that there were also letters <br />sent to nearby citizens inviting them to <br />visit the company, see the procedure and <br />ask any questions which may arise; as of <br />yet there have been no persons interested <br />enough to take the time to visit the plant. <br /> <br />Mr. Jack Yoblin, Presiden of E. F. Ind., <br />stated that the charges that have been <br />set off have all been within a limit that <br />matches the size of the charge that was <br />used when viewed by Council. The charges <br />set off that day were 2.79 pounds and <br />that is the largest blast that has been <br />set off for the past one and one-half years. <br />Mr. Yoblin stated that the largest shot <br />that he was aware of was about 4 pounds. <br />Mr. Yoblin stated that there were two types <br />of seismographs; a digital read out, which <br />gives an immediate reading, the other <br />is a taped reading which gives an earth <br />tremor reading and also a decimal reading. <br />These tapes are sent to an independent <br />laboratory for processing in the sealed <br />condition. Mr. Yoblin stated that most <br />of the large shots are monitored by <br />acceptable methods for measuring the data. <br />He stated that the federal government has <br />established guidelines which describe <br />numbers in terms of ground movement. <br />Councilman DiCarlo moved that with the <br />approval of E. F. Industries to submit <br />their previous cassettes for readings by <br />an independent firm and that the Mayor <br />instruct the City Administrator to hire <br />an independent firm to make the necessary <br />studies to substantiate E. F. Industries <br />or Mr. Domenicos position. Seconded by <br /> <br />-4- <br />
