<br />Councilwoman Scholl asked Mr. Lundberg to check and see if the <br />house directly south of the Methodist Church is being repaired through <br />LURA. A question was also brought up as to whether people could be <br />purchasing the property and living in it getting it rehabilatated thru <br />LURA and then being used for rental. Mr. Lundberg stated that he did <br />not feel this was being done as the people who have applied have been <br />long time residents. <br /> <br />Mr. Steve Anderson suggested that a study be made on the homes in <br />the City as to who could benefit with rehab. Councilwoman Scholl stated <br />that a list of this nature was already accessable. Mr. Lundberg stated <br />that the pensioners who are now receiving Black Lung are being put above <br />the maximum amount of money for the grants, however they are trying to <br />work out some sort of agreement on the problem. <br /> <br />Mr. Lundberg stated that Urban Renewal would like to do $25,000.00 <br />worth of Capitol improvements i.e. street overlay, waterlines, etc. <br />within the City. This would be placed in the Urban Renewal budget that <br />goes to HUD after approved by Council. This work would be supervised <br />and inspected by the City. The reason the $25,000.00 would be added <br />as discussed before, since Housing Authority is no longer funded by <br />HUD this money in excess could be used for Housing Authority as to help <br />pay the water and sewer taps for the Housing of Elderly project. <br /> <br />BILL GANS REPORTS <br /> <br />Mr. Gans stated that there were 4 items that need to be discussed. <br />The first was the concept of not having a council member on the Housing <br />Authority Board. Mayor Waschak stated that he would like to keep <br />Council representation on the boards. He also stated that he would like <br />to have Mr. Gans come to the Council meetings and inform Council as <br />to what is going on. He alos stated that Mr. Bill Buffo would like to <br />serve on a committee when there is a vacancy. Councilman Berry stated <br />that he felt a Councilmember should be on the Boards with voting power <br />Mrs. Barb Mc Donald stated that since Housing Authority only has five <br />members on the Board it would be good to keep the Councilmember on the <br />Board but not have voting power. Councilman Domenico stated that he <br />would resign from the Board as a voting member with approval of Council <br />but now if Mr. Gans is going to report to Council monthly he saw no <br />reason to stay on the Board. Councilman DelPizzo felt that it would <br />be better for the Board to have their five members without the Council <br />member because it does put the Council member in a difficult place. <br />Councilman DiCarlo said that any appointment made by the Mayor should <br />be honored. He also stated that he felt if the Board member did not <br />have voting power he would not stay very interested in the organization. <br />Councilwoman Dhieux agreed that if she did not have voting power she <br />would lose interest. Councilwoman Scholl stated that she did fee that <br />their request to resign was unreasonable. Mr. Gans stated that the <br />rationalization of the Council member being on the Board was to keep <br />open communications between the Board and Council. Because there is <br />so much work to do and the Council member can not give the full time <br />necessary, he felt that this was really unjust to the other Board <br />members as well as to the organization. Mr. Gans stated that the Board <br />must answer to Council anyway so why must that representation be so <br />
