important. Mayor Waschak decided to keep all of his appointments as
before.

Mr. Gans asked that Mr. Steve Anderson be appointed to Housing
Authority. Councilwoman Scholl moved that Mr. Anderson be appointed
to the Board for a term of 5 years. Seconded by Councilman Domenico.
Councilman Berry stated that Council should become a little more selective
on who is appointed on the Boards because the Council is elected to
run the City and Council then appoints Boards which sometime work against
the Council and he felt this was a bad situation. He also stated that
he preferred the appointment of Mr. Anderson be for one year instead
of 5 years. Roll call vote on the appointment. Domenico yes, Berry
yes, Scholl yes, Dhieux yes, DelPizzo yes, DiCarlo yes. Motion carried.
The appointment of Mr. Anderson was to replace Mrs. Lois Donovan.

Last year when the papers were filled out to keep Housing Authority
in Louisville the papers were dated incorrectly. This year if the City
wishes to have HA the papers must be filled out again. The first
Resolution to be passed was #4A, which appointed Commissioners to the
City Housing Authority. Councilman Berry stated that all other resol-
utions he has seen were resolving something, and these resolutions did
not resolve anything. He asked that Mr. Gans contact Mr. Morris the
Attorney and get the resolutions taken care of legally. Mr Gans was
to do this and the program will be presented at the next regular cou-
cil meeting. He is also to check and see if it is legal for a Council
member to vote within the Board and then come back and vote on the same
situation through Council.

Last was the request for Council to approve the turning over of
$2,000.00 to the Louisville Community Development Corporation, which
is a legal agency. This will provide the LCDC to pay for all preliminary
costs involved to get the housing for the elderly started. Since HA
and LURA can not get funds LCDC will get the loans through FHA at 1%.
After closing the money will be returned to the budget. FHA requires
monthly reports and also authorize the spending of money. Any bills
incurred before closing will be paid by the FHA under the loan.

Councilman Domenico moved that Council approve the $2,000.00 to
be given to LCDC from the HA budget. Seconded by Councilman DelPizzo.
Roll call. Domenico yes, Berry yes, Scholl yes, Dhieux yes, DelPizzo
yes, DiCarlo yes. Motion carried.

The meeting was adjourned at 9:45 P.M.
