SIMMONS <br />CITY MANAGER <br /> <br />DATE: <br />SUBJECT: <br /> <br />February 13,2002 <br />Downtown Parking <br /> <br />ORIGINA TING DEPARTMENT: <br /> <br />Public Works Department <br /> <br />- <br /> <br />SUMMARY: <br /> <br />In the Fall of 2000 the City enacted Ordinance 1341, Series 2000 establishing a parking improvement fee <br />for cash in lieu of to meet parking requirements for developments in downtown Louisville. The <br />ordinance set a fee of $10,500 per space at a ratio of 2.5/1 000. The fee of $10,500 was established in <br />concurrence with a plan (please see the attached "Plan") discussed and agreed upon by the City and the <br />Downtown Business Association. The plan provided for a net increase of 115 new parking spaces. <br /> <br />BASIS OF FEE: <br /> <br />The total fee of $10,500 per parking space includes $3200 per space for land costs. This was based on <br />the cost of acquiring the necessary property for additional spaces in accordance with the plan. The <br />balance of the cost, $7300 per parking space, was based on the cost to net an additional 115 spaces <br />within a given area along South St., Front Street, Walnut Street, and existing parking lots. Specifically, <br />The Public Works Department estimated a cost of $1900 per space on vacant land, similar to the $1,600 <br />estimate provided by representatives of the DBA, exclusive of any property or land acquisition (please <br />see attached proposal). However, as the Public Works Department priced the scope of work to construct <br />a new downtown parking space as compared to a new parking space on vacant land, an additional <br />$4,300 per space was added to include the cost of concrete, street lighting and utility work. The <br />methodology used to establish the cost per parking space in downtown also included other costs such as <br />street and sidewalk demolition, decorative brick pavement, pedestrian lighting, drainage utilities and <br />related items for an additional $1,100 per space, resulting in a total fee of $7,300 per space exclusive of <br />any property or land acquisition. <br /> <br />Thus, tht~ total cost to create 115 new parking spaces was estimated to be approximately $850,000 <br />exclusive of any property or land acquisition.
