<br />PAGE TWO <br />SUBJECT: Resolution No. 37, Series 1998. <br /> <br />DATE: July 21, 1998 <br /> <br />A sidewalk connection to the eastern parking lot is proposed along the north side of the building, along the <br />common property line with Lot 4. The applicant has proposed landscaping on trellises, along with potted <br />plants and pedestrian scale lighting to create a courtyard type pedestrian amenity area. <br /> <br />Parking: Parking for this building is provided as part of the overall development parking in Outlot A on the <br />north, south and east perimeter of the site. The development meets City parking requirements for medical <br />office uses with six spaces per 1,000 square feet. Additional parking will be completed in Outlot A to meet <br />the demand created by this building. The applicant has also submitted a phasing plan that establishes triggers <br />for completion of all of the common area improvements for the subdivision. That plan establishes absolute <br />triggers, should the development of the remaining lots take several years or more, as well as interim triggers <br />based on expected construction scheduling. <br /> <br />Architecture: The proposed building is a single story, with a multi-planed pitched roof. The base of the <br />building will be a standard dimension reddish-brown brick, with a concrete cap. The brick IS intended to <br />match the color of brick on the approved development to the south, Wellspring Assisted Living. The balance <br />of the building will be stucco with some pa.inted wood trim. Roofing will match that on the existingmedica1 <br />office building. The design of the building, while fairly simple, draws heavily on the architectural style and <br />colors of the existing building in the medical campus and other buildings on the school site. <br /> <br />Lighting: Most of the lighting for the development, in the parking lots and circular drop-off area, waS <br />approved through the overall fInal PUD. The applicant is proposing some additional lighting. Two wall <br />sconces ~e proposed on either side of the main entry, and two low pole lights are proposed in the courtyard <br />area on the north side of the building. The pole lights are the same design as is already in place around the <br />circular drop-off area. The wall sconces are from the same family of fIxtures and while not completely cut <br />off in design, should be subdued due to the frosted glass and low wattage. A total of approximately six <br />downcast soffit lights are proposed on the south, east and northwest building elevations. Those should be <br />limited to a maximum of 100 watts. <br /> <br />Slgns.: Two small building identifIcation signs are proposed. They would each be approximately three feet <br />tall and two feet wide. As currently depicted, they would be mounted on a c.m.u. base to match the building <br />As the building material has been modifIed to be brick, the sign base should also be modifIed to be brick. <br />The signs are proposed to be illuminated with ground mounted spot lights. The wattage of that lighting <br />should be limited to 100 watts. An additional Coal Creek Medical Campus monument sign is also being <br />proposed. The sign is being proposed at the driveway connection onto the Wellspring property. That cabinel <br />sign is proposed at approximately eight square feet and would not be illuminated. <br /> <br />Planning Commission Conditions: The Planning Commission recommended approval on June 9 with 7 <br />conditions. Those conditions have essentially been met. <br />1. Condition #1 has been met except that the letter of credit still needs to be provided prior to any <br />additional building permits being issued. <br />2. Staff is recommending that the base of the building identifIcation sign be modifIed to be brick rather <br />than c.m.u. <br />3. Staff also recommends adding a condition limiting the soffit lighting and sign lighting, as discussed <br />above. <br />Resolution # recommends approval with 2 conditions. <br />
