Sisk asked to be excused during Resolution No. 16 due to a conflict of interest. <br />Davidson excused Sisk. <br />Paul Wood, Planning Commission, stated that this is for a Final PUD Development Plan and Special <br />Review Use. The Final PUD is for an office, warehouse and light manufacturing facility for <br />Wedgewood, a custom cabinet company. The SRU is for a speculation office building facing <br />Boxelder on the north elevation. The proposed building is composed of a triangular two -story office <br />portion that totals 6,000 s.f. and a 17,000 s.f. single story warehouse and manufacturing portion. <br />Parking wraps around three sides of the building and bike parking would be provided at the two <br />primary public and employee entrances. Landscaping represents 45% of the site, far greater than the <br />25% minimum. Planning Commission approved Commission. Resolution No. 6, Series 1997, on <br />February 11, 1997, with six conditions which had been met. <br />Davidson called for the applicant's presentation. <br />Scott Coburn, architect, 700 Highland Avenue, Boulder, Colorado, reviewed the project. <br />Davidson called for Council questions, comments or motions. <br />Lathrop commented that it was the most complicated drainage plan he had seen for a while. <br />Levihn moved that Council approve Resolution No. 16, Series 1997, with no conditions, seconded <br />by Keany. Roll call was taken. Motion passed by a 5 0 vote with Sisk being excused: and Howard <br />being absent. <br />DISCUSSION/DIRECTION SPECIAL REVIEW USE AND PUD DEVELOPMENT PLAN <br />PRESCHOOL 721 FRONT STREET <br />Paul Wood, Planning stated that the applicant, Architractor Design Group, Inc., requested <br />authorization of a Special Review Use and a Final PUD Development Plan to convert an existing <br />residential and office complex at 721 and 7211/4 Front Street to a preschool, Fairview Montessori <br />Preschool. Fairview plans to be licensed for 31 preschoolers and 15 kindergartners. Based upon the <br />different times of service, the school anticipated three traffic peaks during the day. The applicants <br />proposed designating up to five spaces for non exclusive, short term parking to manage their traffic <br />demands. It was the opinion of staff that in -lieu of this parking lot there would be very little <br />opportunity for the applicant to do a safe drop -off and pick -up loading on Front Street. Long term <br />parking for staff would be handled by the two on -site spaces, and three additional spaces in the <br />public lots east of Front Street and north of Spruce. <br />Davidson informed the applicants that, because they were asking for a change in the City's policy <br />on parking lots, one of the things they need to cover in their presentation is their proposal to use the <br />8 <br />
