9.1 <br />10.0 <br />Strategy for Addressing Housing Needs. Provide a brief description of the PHA's strategy for addressing the housing needs of families in the <br />jurisdiction and on the waiting list in the upcoming year. <br />LHA has achieved its stated goals in the previous 5 -year plan by: <br />1) LHA has kept its Occupancy rate for Public Housing at or nearly at 100% for 2008 and <br />2009; <br />2) Successfully expended all CFP funds including the ARRA funds on LHA public housing <br />upgrades; <br />3) LHA has collaborated with neighborhood organizations sharing with them affordable <br />housing opportunities from LHA's available housing; <br />4) LHA will continue to improve on its efficiencies to ensure that vacancies are made <br />available within 15 days of vacated; <br />5) Established adequate and effective internal controls to ensure completion of each required <br />document; <br />6) Ensured accurate and timely submission of all required documentation; increased cash <br />reserve balances <br />7) Completed numerous energy- efficiency upgrades to its units. <br />8) Successfully transitioned the 27 -unit HCV program to BCHA to ensure that no residents in <br />Louisville lost their vouchers due to budget shortfalls. <br />Note: Small, Section 8 only, and High Performing PHAs complete only for Annual Plan submission with the 5-Year Plan. <br />Additional Information. Describe the following, as well as any additional information HUD has requested. <br />(a) Progress in Meeting Mission and Goals. Provide a brief statement of the PHA's progress in meeting the mission and goals described in the 5- <br />Year Plan. <br />LHA has kept its Occupancy rate for Public Housing at or nearly at 100% for 2008 and 2009; <br />LHA has collaborated with neighborhood organizations sharing with them affordable housing <br />opportunities from LHA's available housing; LHA will continue to improve on its efficiencies to <br />ensure that vacancies are made available within 15 days of vacate. <br />(b) Significant Amendment and Substantial Deviation/Modification. Provide the PHA's definition of "significant amendment" and "substantial <br />deviation/modification" <br />Significant Amendment: Significant Amendment is defined as discretionary changes in the Plans <br />or policies of the housing authority that fundamentally change its mission, goals, objectives, or the <br />plan of the agency and which would require formal approval from the Board of Commissioners. <br />Substantial Deviation: Substantial Deviation is defined as discretionary changes in the Plans or <br />policies of the housing authority that fundamentally change the mission, goals, objectives, or plans <br />of the agency and which would require formal approval from the Board of Commissioners. <br />8 Page 4 of 2 form HUD -50075 (4/2008) <br />
