5.2 <br />6.0 <br />PHA Plan Update <br />(a) Identify all PHA Plan elements that have been revised by the PHA since its last Annual Plan submission: <br />The LHA submitted a formal request to HUD requesting that the Boulder County .Housing Authority receive their Section 8 Housing Choice <br />Voucher program through the process known as Section 8 program transfer. This was approved by the LHA Board and thereafter by the BCHA <br />Board and then approved by HUD. <br />(b) Identify the specific location(s) where the public may obtain copies of the 5 -Year and Annual PHA Plan: <br />The LHA Plan is available public review at 2525 13 Street, suite 204 in Boulder <br />Colorado —the main and only administrative office for the Boulder County Housing Authority. <br />(c) For a complete list of PHA Plan elements, see Section 6.0 of the instructions. <br />7.0 <br />8.0 <br />Goals and Objectives. Identify the PHA's quantifiable goals and objectives that will enable the PHA to serve the needs of low income and very <br />low income, and extremely low- income families for the next five years. Include a report on the progress the PHA has made in meeting the goals <br />and objectives described in the previous 5 -Year Plan. <br />GOALS: <br />Expand the supply of assisted housing <br />Improve the quality of assisted housing <br />Improve community quality of life and economic vitality <br />Promote self sufficiency and asset development of families <br />OBJECTIVES: <br />Reduce public housing vacancies <br />Improve public housing management (PHAS score) <br />Increase customer satisfaction <br />kenovate or modernize public housing units <br />Implement public housing security improvements <br />Increase the number of employed families residing in public housing <br />Provide or attract supportive services to improve assistance recipients' employability <br />LHA has achieved its stated goals in the previous 5 -year plan by: <br />1) LHA has kept its Occupancy rate for Public Housing at or nearly at 100% for 2008 and <br />2009; <br />2) LHA has collaborated with neighborhood organizations sharing with them affordable <br />housing opportunities from LHA's available housing; <br />3) LHA will continue to improve on its efficiencies to ensure that vacancies are made <br />available within 15 days of vacated; <br />4) Established` adequate and effective internal controls to ensure completion of each required <br />document; <br />5) Ensured accurate and timely submission of all required documentation; increased cash <br />reserve balances <br />6) Completed numerous energy- efficiency upgrades to its units. <br />7) Successfully transitioned the 27 -unit HCV program to BCHA to ensure that no residents in <br />Louisville lost their vouchers due to budget shortfalls. <br />Hope VI, Mixed Finance Modernization or Development, Demolition and/or Disposition, Conversion of Public Housing, Homeownership <br />Programs, and Project -based Vouchers. Include statements related to these programs as applicable. <br />N/A <br />Capital Improvements.
