5.2 6.0 PHA Plan Update (a) Identify all PHA Plan elements that have been revised by the PHA since its last Annual Plan submission: The LHA submitted a formal request to HUD requesting that the Boulder County .Housing Authority receive their Section 8 Housing Choice Voucher program through the process known as Section 8 program transfer. This was approved by the LHA Board and thereafter by the BCHA Board and then approved by HUD. (b) Identify the specific location(s) where the public may obtain copies of the 5 -Year and Annual PHA Plan: The LHA Plan is available public review at 2525 13 Street, suite 204 in Boulder Colorado —the main and only administrative office for the Boulder County Housing Authority. (c) For a complete list of PHA Plan elements, see Section 6.0 of the instructions. 7.0 8.0 Goals and Objectives. Identify the PHA's quantifiable goals and objectives that will enable the PHA to serve the needs of low income and very low income, and extremely low- income families for the next five years. Include a report on the progress the PHA has made in meeting the goals and objectives described in the previous 5 -Year Plan. GOALS: Expand the supply of assisted housing Improve the quality of assisted housing Improve community quality of life and economic vitality Promote self sufficiency and asset development of families OBJECTIVES: Reduce public housing vacancies Improve public housing management (PHAS score) Increase customer satisfaction kenovate or modernize public housing units Implement public housing security improvements Increase the number of employed families residing in public housing Provide or attract supportive services to improve assistance recipients' employability LHA has achieved its stated goals in the previous 5 -year plan by: 1) LHA has kept its Occupancy rate for Public Housing at or nearly at 100% for 2008 and 2009; 2) LHA has collaborated with neighborhood organizations sharing with them affordable housing opportunities from LHA's available housing; 3) LHA will continue to improve on its efficiencies to ensure that vacancies are made available within 15 days of vacated; 4) Established` adequate and effective internal controls to ensure completion of each required document; 5) Ensured accurate and timely submission of all required documentation; increased cash reserve balances 6) Completed numerous energy- efficiency upgrades to its units. 7) Successfully transitioned the 27 -unit HCV program to BCHA to ensure that no residents in Louisville lost their vouchers due to budget shortfalls.
