REGULAR BUSINESS <br />PROCLAMATION JULY NATIONAL RECREATION PARKS MONTH <br />Davidson read and presented the proclamation to Ron Leggett. <br />DISCUSSION/DIRECTION 1997 DOWNTOWN_ REDEVELOPMENT PROJECT <br />Tom Phare, Public Works Director, stated that two bids had been received June 11 on the 1997 <br />Downtown Project: Technology Constructors $491,283.85 and Concrete Express $623,182.00. <br />The total project budget for 1997 is $484,500. It was recommended by the Downtown Task Force, <br />with the approval of the Finance Committee, to reject the bids and negotiate with the low bidder in <br />order to develop a project scope and cost consistent with the 1997 budget. <br />Davidson called for Council questions or motions. <br />Keany wanted to know what the scope of the work would be. <br />Phare stated the reconstruction of the two blocks of Front Street from property line to property line <br />(sidewalk, utilities if needed,' and pavement), the parking lot and construct street lights. Spruce Street <br />may or may not be done at this time. <br />Howard moved that Council reject all bids received for the 1997 Redevelopment Project and <br />authorize staff to negotiate with low bidder in order to develop a project scope that meets the 1997 <br />Budget, seconded by Sisk. All in favor. <br />RESOLUTION NO. 31, SERIES 1997 DENYING A PROPOSED REZONING FROM <br />INDUSTRIAL AND COMMERCIAL BUSINESS TO SINGLE FAMILY ESTATE <br />BOULDER COUNTY LAND VENTURE <br />Susan Griffiths, City Attorney, stated that this is in response to Council's direction from the last <br />Council meeting that she prepare a resolution setting forth proposed findings and conclusions for <br />consideration tonight. The denial of the proposed rezoning would become effective as of tonight. <br />Howard moved that Council adopt Ordinance No. 31, Series 1997, a resolution adopting the written <br />findings and conclusions denying Ordinance 1260, Series 1997, rezoning Boulder County Land <br />Venture, seconded by Sisk. Roll call was taken. Motion passed by a 7 0 vote. <br />ORDINANCE NO. 1261, SERIES 1997 AMENDING TITLE 17 OF THE LOUISVILLE <br />MUNICIPAL CODE, ENTITLED "ZONING BY REZONING AND ZONING AS <br />PLANNED COMMUNITY ZONE DISTRICT, OPEN SPACE (P -PS) CERTAIN <br />CONTIGUOUS PARCELS OF REAL PROPERTY OWNED BY THE CITY OF <br />LOUISVILLE AND KNOWN AS LOT 4 OF THE WAREMBOURG SUBDIVISION AND <br />3 <br />
