THE DAUGHENBAUGH ANNEXATION PROPERTY 1ST READING PUBLIC <br />HEARING <br />Griffiths read by title only Ordinance No. 1261, Series 1997, "An ordinance amending Title 17 of the <br />Louisville Municipal Code, entitled "Zoning by rezoning and zoning as Planned Community Zone <br />District, open space (P -OS) certain contiguous parcels of real property owned by the City of <br />Louisville and known as Lot 4 of the Warembourg Subdivision and the Daughenbaugh Annexation <br />Property." <br />Paul Wood, Planning Director, stated that the notice requirements had been met to bring this <br />ordinance before Council in a public hearing. He explained that acquiring property with funds from <br />the open space tax requires that any use of the land be limited to the uses specified in the open space <br />sales tax ordinance. The authorized uses include open space buffers, trails, wildlife habitats, wetland <br />preservation and future parks. Those uses, open space buffer zones, trails, wildlife habitats, wetland <br />preservation and future parks, are consistent with the PCZD -OS classification. On June 19 Planning <br />Commission held a public hearing on the proposed zoning and rezoning and approved the request <br />with two conditions. The use restrictions had been modified on the PCZD General Plan. <br />Davidson opened the public hearing. <br />Kurt Hofgard, 190 South Cleveland Avenue, Louisville, Colorado, who lives where the two <br />properties come together, preferred open space to a planned park. <br />Karen Olson, 468 West Sycamore Court, Louisville, Colorado, who lives on the north side of the <br />Warembourg Property, was concerned about the definition of PCZD. She also preferred open space <br />rather than a City park. There is already increased traffic (bikes, dogs, frisbees) on the property due <br />to the newly completed bike path. She wanted the property to be wildlife habitat and wetlands <br />preservation. There are endangered plant species on the property. She suggested a fence be put up <br />on the south side of the new cement path with a sign saying the property is not designed as a park. <br />Davidson called for anyone else wishing to speak on Ordinance No. 1261. <br />NONE <br />Davidson closed the public hearing and called for Council comments and questions. <br />Lathrop explained that the land was purchased for all of the citizens of Louisville and not with an <br />intent to do anything definitive at this point. Council wants the best and highest use of this property. <br />He did anticipate more than a wildlife habitat. The advisory committee will bring Council a use plan. <br />He felt it was appropriate zoning. <br />Mayer wanted the residents of the neighborhood to be allowed to participate, by offering their input, <br />on the advisory committee. <br />4 <br />
