<br />City Council <br />Meeting Minutes <br />December 15, 2009 <br />Page 6 of 11 <br /> <br />MOTION: Councilor Dalton moved to approve Resolution No. 42, Series 2009, <br />seconded by Councilor Sackett. Roll call vote was taken. The motion carried by <br />a vote of 7-0. <br /> <br />Mayor Sisk thanked Economic Development Director Star for working with both <br />of the applicants on the business assistance packages. He stated it is good <br />news for the City of Louisville" <br /> <br />AGREEMENT WITH MOUNTAIN STATES PIPE AND SUPPLY <br /> <br />Mayor Sisk requested a Staff presentation. <br /> <br />Public Works Director Phare explained the City's existing water meters have <br />reached the end of their useful life and need replacement. He said in addition, <br />staff wants to upgrade the me~ters so they can be read using a mobile radio read <br />system. He introduced Ken Mason, Operations Manager, who along with staff, <br />over the last few months, have evaluated proposals from several vendors and <br />performed beta testing on Automatic Meter Reading (AMR) equipment. Staff <br />presented City Council with the findings and recommended a vendor at a <br />previous meeting and was authorized to negotiate a contract agreement with <br />Mountain States Pipe and Supply (MSPS) to furnish and install the radio read <br />equipment and water meters in the city. Most of the meters have not been <br />replaced for nearly 30 years. <br /> <br />Public Works Director Phare outlined the 7 month schedule for the installation <br />which will be supervised by the Public Works Department. He explained meter <br />replacement requires entering up to 5,000 homes and businesses. There will be <br />a public information process to educate the residents. Precautions are being <br />taken to minimize the impact on the citizens during the process, including a <br />Mutual Non Disclosure Agreement which covers, among other things, who will <br />have access to utility billin!J information and how it will be secured. <br /> <br />Public Works Director Phare asked Council to: <br />Approve the Mountain States Pipe and Supply Agreement for Meter <br />Replacement Services for the total project amount of $1 ,276,536 <br />Approve the Mutual Non Disclosure Agreement <br />Approve the Itron Customer Purchase and Maintenance Agreements <br />(Itron manufactures the equipment) <br />Authorize staff to execute contract change orders up to $63,500 <br />Authorize the Mayor and City Clerk to execute contract documents on <br />behalf of the City <br />
