4. That external effects of the proposal are controlled, considering compatibility of <br />land use; movement or congestion of traffic; services, including arrangement of <br />signs and lighting devices as to prevent the occurrence of nuisances; <br />landscaping and other similar features to prevent the littering or accumulation of <br />trash, together with other factors deemed to affect public health, welfare, safety <br />and convenience; <br />There are no aspects of the use which will generate any external impacts with regard to <br />traffic and circulation, lighting, or have a negative affect on the public health, safety and <br />welfare. Staff finds this criterion is met. <br />5. That an adequate amount and proper location of pedestrian walks, malls and <br />landscaped spaces to prevent pedestrian use of vehicular ways and parking <br />spaces and to separate pedestrian walks, malls and public transportation loading <br />places from general vehicular circulation facilities. <br />The CMRS facility will not impact the existing site plan for 315 South Boulder Road. <br />Existing sidewalks are adequate to service the proposed use. The existing parking and <br />internal traffic circulation is adequate, and functions to address the demands of the <br />office complex. Staff finds this criterion is met. <br />STAFF RECOMMENDATION: <br />Staff recommends approval with one condition of a Special Review Use to construct <br />and operate a roof mounted CMRS facility at 315 South Boulder Road: <br />1. The Special Review Use is granted to the applicant only. <br />This recommendation is based upon compliance with all general and specific design <br />standards as set forth in Section 17.42.030 of the LMC. <br />PLANNING COMMISSION ACTION: <br />Resolution No.02, Series 2010, recommends approval by the Planning Commission of a <br />request for a Special Review Use (SRU) to erect, and operate a building mounted, <br />CMRS telecommunications facility at 315 South Boulder Road. The Commission may <br />approve (with or without conditions), continue or deny the request. The Commission's <br />recommendation will be forwarded to City Council for final action. <br />5 <br />
