Ordinance #753 - Oil and Gas Permits & Controls. <br /> This will be the first reading; copies of the proposed <br /> ordinance were distributed at the study session on 1/26/82. <br /> Staff is recommending council pass the ordinance on first <br /> reading. <br /> B. Resolution #7 - Industrial Revenue Bond Criteria <br /> We are requesting formal adoption by council of the criteria <br /> that we would use in the future reviews of requests for <br /> Industrial Revenue Bonds. <br /> C. Resolution #8 - Firmum Investment Corp. Inducement Resolution. <br /> Enclosed is a copy of the resolution which explains what they <br /> are attempting to do. They will be in attendance at the council <br /> meeting to answer any questions council might have as relates <br /> to this item. <br /> D. Resolution #9 - State Lottery <br /> The Colorado Municipal League is requesting individual muni- <br /> cipalities to pass resolutions that will be distributed to <br /> various members of the Colorado Legislature supporting the <br /> passage of the measure that would provide for the lottery; <br /> but addionally indicating council' s support of that measure <br /> that would limit the revenues from that to the Conservation <br /> Trust Fund for Parks and Open Space funding. <br /> Item 8. City Administrator's Report <br /> A. Hillside Square - Public Housing Project- Waiver of Fees. <br /> A request from the Housing Authority, which has run into some <br /> cost stumbling blocks as relates to the proposed project and <br /> they are requesting consideration by the council in the waiv- <br /> ing of some of the fees in order to reduce the overall cost <br /> and thereby make the project feasible. In the past we have <br /> done this on similar projects and the fees that I feel, we <br /> could appropriately waive would be the water tap fee, sewer <br /> tap fee, and the major thoroughfare fee, because they would <br /> be actually constructing their portion of the South Boulder <br /> Road improvements. I asked John Rupp to visit with the City <br /> Engineer to see if were possible to allow them not to construct <br /> the off-site transitions that we would normally require in con- <br /> junction with the road improvements. He indicated he thought <br /> that was possible. So that would total up to a savings of <br /> around $57 ,000, should the council agree to that. <br />
