\, Y' • t r
'++w J.TT
•
'
•
5/18/82 Page -14-
If the City wishes to have a good system
and have the water available, we need
to take care of it right now.
Referring to Mr. Yekel's questions on
steps not being linear it was his feeling
the base line has been so negative for
so long, it won' t be linear for the next
10 years. This has been ignored for too
long.
Addressing the concerns of the senior
citizens and others on fixed incomes,
felt that Council should review the rates
to see if something could be done.
It was his sincere opinion that each council
member recognized the fact that something
had to be done. and everyone showed this
concern through all the work sessions; also
made intelligent decisions why the increase
was needed and must be done now. If the
City waits 2 or 3 years, there won't be any
water and the increase will be an additional
50%.
Councilman Ferrera Commented raising water rates is a very
unpopular situation for any councilmember,
but after the numerous study sessions it
was a definite neccessity to preserve our
water system.
Referring to Mr. Martinez's comment regard-
ing a desired level and a practicable level
Ferrera confirmed the rates were structured
for the needed level. It was his feeling
for the City to maintain a sound water and
sewer system the proposed increase is necessary.
Councilman Fauson Commented he didn't wish to create an apples
and oranges situation at this time, but
felt it was necessary because this evening
the water and sewer agreement with Superior
would be discussed; this should be considered
as part of the entire picture of the increase.
His concern was not only with the persons
on fixed incomes, but the young home buyers
as well. The rate of unemployment is high,
some people taking a cut in pay to retain
their jobs . It was his opinion there was
A need for a small increase, but felt the
proposed increase was too much. He wished
to encourage counci1members to reconsider
the proposal for a lesser amount.
