8/2/83 Page -7- <br /> Director Rupp Advised that the proposal was a 2.66 acre <br /> Slide Presentation site, zoned Community Commercial, located <br /> at the southwest corner of State Highway 42 <br /> and Pine Street; all utilities are avail- <br /> able to the site; there are four proposed <br /> buildings, 2 retail, 1 office, and group <br /> lodge facility. The applicant is proposing <br /> to lease the old railroad right-of-way from <br /> the City for parking. In exchange the developer <br /> will landscape and maintain the property. <br /> Planning Commission added the condition to <br /> the approval that there be an architectural <br /> review by staff and that signage also be <br /> reviewed prior to building permits being <br /> issued. Revised building elevations have <br /> been supplied since the Planning Commission <br /> meeting. The revised plan represents a <br /> building facade that is less elaborate than <br /> what was previously proposed. The project <br /> is located on a major entry to the down- <br /> town and the staff believes this project <br /> should portray a positive image of the City, <br /> and is in compliance with the comp plan. <br /> There are 3 points of access into the develop- <br /> ment and the parking is in access of the <br /> Louisville Code. At the northeast corner <br /> of the site a sizable area is being left for <br /> open space to compliment an entry-way into <br /> the downtown portion of Louisville. This <br /> will be landscaped and maintained by the <br /> developer and there is no building proposed <br /> at that location. Staff did have concerns <br /> with roof-top screening, the air conditioning <br /> units, etc. <br /> Councilman Fauson Expressed concern with the drainage on the <br /> Drainage southern portion of the site. <br /> Acting City Engineer Huson advised that they <br /> are proposing an open swale and the major <br /> drainage study shows a pipe under the rail- <br /> road tracks; and they propose to carry drain- <br /> age from that portion along the southern <br /> boundary of their subdivision. Then install <br /> new culvert underneath Colorado Highway 42 <br /> and have been working with the State Highway <br /> Dept. to get that installed. The side drain- <br /> age is taken care of on site detention and <br /> will eventually ends into that same swale. <br />
