411 410 <br /> 8/2/83 Page -10- <br /> Councilman Fauson Commented he concurred that it should go to <br /> a vote of the people as it would give council <br /> better direction, and guidance with the voice <br /> of the people; therefore would like to see it <br /> go to a vote. <br /> Councilman Leary Commented he felt that council should deal <br /> with one thing at a time and keep everything <br /> in perspective. First of all the question <br /> of the petitioners is that if you agree with <br /> them you should repeal the annexation; if <br /> you disagree with them you should send it <br /> to a vote. He agreed with them, therefore, <br /> as worded as a standard referendum issue <br /> goes - a referendum is not an attempt to <br /> put something to a vote. Primarily a refer- <br /> endum is an attempt to get what the people <br /> found to be obnoxious repealed. Felt that <br /> that issue should be dealt with whether or <br /> not we feel that that annexation at this <br /> time is in the best interest of the City and <br /> not shirk our responsibility by saying well <br /> let 's put it to a vote of the people. <br /> Secondly, there are other ways of addressing <br /> the issue of growth. One thing that could <br /> be done, and maybe well for people to do, is <br /> to initiate a growth ordinance. That would <br /> go right to the heart of the issue and allow <br /> people to vote directly on the issue that <br /> has come before them and not putting them <br /> in a position to make a protest vote. Didn't <br /> know if anyone was going to do that - council <br /> could also consider doing that. He was not <br /> certain what council would learn if this annex- <br /> ation were defeated at the polls - it might <br /> tell council that they were going too fast. <br /> If it won in an election, it may tell council <br /> that they are going too slow, or it may tell <br /> them that people voted on other issues rather <br /> than growth issues. Was not certain that <br /> it would be a clear indication of what people <br /> said. Felt that probably the third al- <br /> ternative is that if someone doesn't want <br /> to come through with an initiative to straighten <br /> the matter out then it will be the platforms <br /> the candidates run in the next election on. <br /> They can go out and express their views on <br /> growth and the people can express their views. <br /> • <br />
