• <br /> C. ORDINANCE NO. 825 - PARKS AND RECREATION SERVICE EXPANSION FEE <br /> 1ST READING SET DATE FOR PUBLIC HEARING - This Ordinance would <br /> increase the Parks and Recreation Service Expansion Fee from <br /> actually .50 cent: to .75 cents. But . 10 cent. of that is <br /> allocated to the Tree Fund, so in that effect is that Parka <br /> and Rec. would be getting .65 cents a square foot. The <br /> Ordinance is submitted at Councils request as a result of the <br /> meeting that we had with August Riots:), Director of Community <br /> Services, where in he outlined the deficiencies in the future <br /> funding as relates to park development. <br /> D. RESOLUTION NO. 10 - METROPOLITAN WATER DEVELOPMENT AGREEMENT - <br /> A copy of the agreement is enclosed in the packet as well as <br /> accompanying letters. Recommendation is that Council <br /> authorize the Mayor and City Clerk to sign the agreement . Our <br /> Consultants have reviewed the matter and recommend approval. <br /> ITEM 11 CITY ADMINISTRATOR'S REPORT <br /> A. WINSTON AND ASSOCIATES -- CONTRACT APPROVAL DOWNTOWN <br /> DEVELOPMENT - Council heard a report at the last meeting as <br /> relates to the status of the Downtown Development , one of the <br /> items is the necessities to hire a Consultant on a preliminary <br /> basis for now that would assist us in not only the City but <br /> the LDC and the Chamber, and the various sub-committee 's <br /> additionally they would develop some graphics that would <br /> assist us in selling the program. However, that is not the <br /> emphasis now of their work. It specifically outlined in the <br /> memorandum that is enclosed. I recommend that Council <br /> authorize the contract with Winston and Associates. This <br /> selection has the support of the LDC and the Chamber. <br /> B. GOODHUE DITCH SPLITTING STRUCTURE - AUTHORIZE CALL FOR BIDS - <br /> This is part in parcel of the South Boulder Road improvements <br /> that is necessary in conjunction with the Storm drainage. We <br /> do have to let this bid early so that the work can be <br /> completed before the irrigation water is turned into the <br /> ditches, so it 's extremely important that we proceed now. <br /> Recommendation is that Council authorize to call for bids on <br /> the project . <br /> C. REID BURTON - PAY ESTIMATE NO. 2 PRE SED BASIN - Enclosed in <br /> the packet is a copy of the pay estimate with an <br /> recommendation from City Staff and the Consulting Engineer 's <br /> that Council authorize payment . <br /> D. VELDKAMP - MARSHALL LAKE WATER CONTRACT FIVE SHARES - A copy <br /> of the contract as well as an accompanying letter from the <br /> water attorney Steve Williamson is enclosed for your review. <br /> The recommendation is that Council authorize the Mayor and <br /> Clerk to sign the sale agreement on the Veldkamp Water . <br />
