7/24/84 Page -9-
we will get compliance. It will take a little
time but fit people will cb it if they krrdw the
severity of the problem. But we must stick
with it - you can't keep changing the policy.
(2) They have a violator in their neighbor-
hood and he has started to get some peer
pressure. But he had read in the evening
newspaper on the fine policy. There is no
excuse for violating the watering restrict-
iongs and to help the police and everyone
the fine should be a minimum of $100. Do
not go with the policy of someone getting a
ticket for $35.00 and sending the money in.
Perhaps Council would want to set this amount
at $350-$500 as a more realistic figure.
Or if this doesn't work, shut off their water
that will get their attention.
(3) Speaking about the planning - Mr. Foster
stated it blows him away - the record keeping,
etc. that led up to this situation. He would
like to be assurred in the planning process
that it doesn't happen again. Having worked
on the system he realized the difficulty of
getting repair parts, etc. but felt penalties
should be placed on the contractor and couldn't
understand why this has been delayed so long.
He had heard a lot of rumors; but had never
heard anything specific from the Council.
Mr. Foster stated that he felt we should get
started on building a new water treatment
plant, given the rate of inflation, etc.
But he would like to see some penalty clause,
or as they are doing with the Colfax project,
that they pay off if they come in early.
Sharon Ward, 936 Plum Ms. Ward stated they have a real pressure
problem which they have been complaining of
for a long time. They haven't yet been able
to try the 2-5 watering schedule because the
water keeps getting shut-off. She wished to
know what options they have when the schedule
doesn't work because no one is getting any
water. They had 3 days, 3 different times
when they have no domestic water. Ms. Ward
stated she called the City Hot Line and she
was told Friday morning when she had no water,
that the pump was shut down a. Ward II was
watering and they needed water: - So she was
told she didn't need to have domestic water
because Ward II is watering outside. She
could not accept this.
