But we must stick <br /> with it - you can't keep changing the policy. <br /> (2) They have a violator in their neighbor- <br /> hood and he has started to get some peer <br /> pressure. But he had read in the evening <br /> newspaper on the fine policy. There is no <br /> excuse for violating the watering restrict- <br /> iongs and to help the police and everyone <br /> the fine should be a minimum of $100. Do <br /> not go with the policy of someone getting a <br /> ticket for $35.00 and sending the money in. <br /> Perhaps Council would want to set this amount <br /> at $350-$500 as a more realistic figure. <br /> Or if this doesn't work, shut off their water <br /> that will get their attention. <br /> (3) Speaking about the planning - Mr. Foster <br /> stated it blows him away - the record keeping, <br /> etc. that led up to this situation. He would <br /> like to be assurred in the planning process <br /> that it doesn't happen again. Having worked <br /> on the system he realized the difficulty of <br /> getting repair parts, etc. but felt penalties <br /> should be placed on the contractor and couldn't <br /> understand why this has been delayed so long. <br /> He had heard a lot of rumors; but had never <br /> heard anything specific from the Council. <br /> Mr. Foster stated that he felt we should get <br /> started on building a new water treatment <br /> plant, given the rate of inflation, etc. <br /> But he would like to see some penalty clause, <br /> or as they are doing with the Colfax project, <br /> that they pay off if they come in early. <br /> Sharon Ward, 936 Plum Ms. Ward stated they have a real pressure <br /> problem which they have been complaining of <br /> for a long time. They haven't yet been able <br /> to try the 2-5 watering schedule because the <br /> water keeps getting shut-off. She wished to <br /> know what options they have when the schedule <br /> doesn't work because no one is getting any <br /> water. They had 3 days, 3 different times <br /> when they have no domestic water. Ms. Ward <br /> stated she called the City Hot Line and she <br /> was told Friday morning when she had no water, <br /> that the pump was shut down a. Ward II was <br /> watering and they needed water: - So she was <br /> told she didn't need to have domestic water <br /> because Ward II is watering outside. She <br /> could not accept this. <br />
