7/24/84 Page -2- <br /> Mr. Rupp stated that he spoke with Dave <br /> Stahl of Homart and he indicated that they <br /> need an answer by August 1st in order to <br /> have the Howard Berry plant in operation by <br /> June 1, 1985. <br /> Director Kasch stated that he felt that it <br /> would be unwise to only look at the first <br /> 5 years of the Capital Improvements Fund. <br /> He had been working on several different <br /> scenarios trying to bring the revenue picture <br /> and all the expenditures into a realistic <br /> picture. <br /> In reply to Councilwoman Johnson's inquiry <br /> how KKBNA came about, Mr. Kasch stated they <br /> were Homart's selection. Homart will also <br /> be using their services for some street, <br /> storm drainage, and utility eingineers for <br /> their own developments. Homart becomes the <br /> facilitator that allows the City to fast-track <br /> the project without having to go thru the <br /> initial bidding process. If Council wished, <br /> Mr. Kasch stated his department would do <br /> additional research on the qualifications <br /> of KKBNA. Councilwoman Johnson expressed <br /> this desire. <br /> Councilman Luce inquired of Mr. Rupp if <br /> he would feel that it is premature to assess <br /> what the private sector's response has been <br /> to us. <br /> Mr. Rupp replied yes, mainly because we don't <br /> have the figures. They are waiting for our <br /> figures and we simply cn't give them to them <br /> at this point. <br /> Vote on the Motion to Amend All in favor. Motion carried unanimously. <br /> the Agenda <br /> Mike Norris, Citizen Task Mr. Norris stated Howard Berry plant is a <br /> Force, Water Crisis 2 MGD plant that is expandable in the future. <br /> It was his understanding that Council was <br /> considering borrowing its share of construction <br /> costs from the developer against each water <br /> tap. He was certain that the developers were <br /> all for that because it assured them of their <br /> water taps. The Citizens Task Force strongly <br /> urge the Council to not repeat past mistakes <br /> by becoming so indebted to developers. <br />
