There was a concern with the Citizens Task <br /> Force that since 1981 during a rapid growth <br /> period, the Police Dept. has one less person <br /> on patrol. Not only is the Police Dept. under- <br /> staffed but with the current situation they <br /> are being asked, in addition to their other <br /> duties, to become water wardens. He felt that <br /> the Louisville Police Dept. was very good <br /> and he complimented Mr. Leeeman. However, <br /> one can only assume that the morale is going <br /> down in that department as he has personally <br /> seen the abuse they are taking over this water <br /> situation. This was another reason the 4 day <br /> watering plan should be changed to a 3 day <br /> watering plan because he and a lot of citizens <br /> did not think it works. <br /> Cheating - Watering Restrict- Mr. Norris stated that he was certain that <br /> ions everyone was aware that there was much cheating <br /> going on with the 4 day watering program. The <br /> off days now has the same amount of use as the <br /> on days. On the on days, there is not enough <br /> water available for the residents on the hill. <br /> The cheating has caused tensions among neigh- <br /> bors, between the citizens and the police, <br /> and tensions between citizens and the City. <br /> Mr. Norris admitted that he had cheated when <br /> the program first started because he didn't <br /> know the severity of the problem. One of <br /> the Citizens Task Force' s recommendations is <br /> that anyone with a sprinkler system be able <br /> to turn them on at 4:00 A.M. It is not only <br /> more efficient at that time but it will spread <br /> the demand out as well. Reasons people are <br /> cheating are: they are ignorant of the severity <br /> of the situation and he felt part of this was <br /> Council's fault. They should better inform <br /> the citizens as to what is actually happening. <br /> Another is selfishness - he had a neighbor tell <br /> him the other evening when all watering was <br /> supposed to stop that he had 3 hours of water- <br /> ing coming and by gosh he was going to use <br /> them. Another reason was defiance of a <br /> watering program that doesn't allow for enough <br /> water to keep vegetation healthy. There <br /> was a case where a policeman went to a door <br /> where the water was on; he knocked - no one <br /> answered. He shut the water off - two minutes <br />
