7/24/84 Page -6- <br /> after the policeman drove off the Haan came <br /> out and turned the water back on. <br /> Recommendation The Citizens Task Force feels that the 3 day <br /> watering plan as suggested is much more realis- <br /> tic for maintaining existing vegetation and <br /> is capable of conserving enough water to <br /> not have another no watering period, if <br /> for no other reason there would be much better <br /> compliance and much less cheating. <br /> Councilman Leary Stated that he would agree on the 3 day ' <br /> watering plan if our plant was producing <br /> 3.2 MGM. This is not so because of cheating, <br /> the plant breaks down, the crews are doing <br /> yardwork, a pipe is broken; there have been <br /> switchovers to the new system that requires <br /> things to be shut down, etc. It was Ms. <br /> Leary' s feeling that if we went to the 3 day <br /> plan without the off day to catch up, the <br /> situation would be worse. He stated he felt <br /> we have data problems, production problems, <br /> didn't think that the plant was doing what <br /> it should be doing and he <br /> thought it was unfair to lay it all on the <br /> citizens. <br /> Director of Public Works Mr. Kasch stated that if some of the people <br /> Karl Kasch that were in attendance this evening had come <br /> to the staff or previous council meetings they <br /> would have been better informed of the severity <br /> of the problem. Also stated that if the human <br /> factor were perfect and everyone obeyed the <br /> restrictions a three day cycle with unlimited <br /> hours would work. But this is not the case. <br /> Councilman Luce Commented the thing that the Task Force missed <br /> in their recommendations is that you have two <br /> events going on concurrently - (1) you are <br /> trying to push the system to the maximum and <br /> (2) at the same time that is going on, we <br /> are trying to bring another facility on line. <br /> Mike Norris Then continuted with the Task Force's short <br /> term recommendations. 2. That the city con- <br /> tine its efforts to educate and inform citizens <br /> on water conservation. 3. That a full dis- <br /> closure is made of information relating to <br /> how we got to the present crisis and what <br /> preventive measurers are to be taken to insure <br /> the situation does not repeat itself. <br />
