tabled until this information is forthcoming.
Johnson seconded.
Mayor Meier assured Council that staff and Rocky
Mountain Consultants had carefully worked together
to attain the best possible solution to the South
Boulder Road Construction cutbacks and that this
Change Order was necessary so that the City would
no longer be tied to the full face value of the
original contract.
Morris concurred with Luce that a lack of
information to Council makes the decision on this
project very difficult and would like to seek
alternatives.
Hundley related to Council the negotiations that
staff and RMC had put together for this change
order. He asked that if Council did feel
uncomfortable with any portion of the new
contract, that they give staff direction as to
what items they felt should be changed.
Cussen spoke in favor of the Change Order under
the circumstances saying staff had put together a
reasonable alternative to the original contract
and that he would vote against the motion to table
the Change Order request. Cussen felt that
sufficient information was available to allow the
change order to be approved.
Luce asked what process would need to take place
to include further work on the project in 1985 if
by any chance monies became available.
Mayor Meier recommended additional change orders
to allow for this possibility. Burns concurred
stating that he felt the contractor would be
amenable to additional work orders.
Meier call for a vote on the motion to table the
Change Order. By roll call , the vote was Meier,
no; Luce, yes; Morris, no; Fauson, no; Johnson,
no; Leary, no; Cussen, no. Motion defeated 6-1 .
Meier call for a vote on the motion to approve
Change Order Si for South Boulder Road
Improvements and amending the Change Order to
include a $1.000 penalty fee per day that the
project goes over the 45 days spelled out in the
contract . Motion approved 6-1 , with Luce voting
no.
Luce asked that staff pursue negotiations with
Columbine and Ponderosa. There was a compromise in
7
